First off, mana acceleration. Super important to getting ahead and being able to cast spells. Rule of thumb is in a deck with an average land count and no ramp cards, you should have between 5 and 10 mana rocks. I'd suggest you drop down to 38 lands at most. My personal recommendations for rocks here are:

Notice how my choices are all relatively low in converted mana cost and are really cheap cards.

I like the following choices for enchantments: Dissipation Field, Leyline of Anticipation, and Propaganda. Your creatures are fine. I don't like Isochron Scepter as it opens itself to getting removed far too easily. Wayfarer's Bauble is a little too slow.

I'll leave your instants and sorceries alone for now. Here's a list of cards I think you might like that should fit your budget:

You're getting there. Disperse is rather weak. You've got a lot of creatures. You might not want Evacuation. Vapor Snag doesn't do enough. Archmage Ascension is slow as balls. Dictate of Kruphix isn't very good because you're giving opponents cards. Quest for Ancient Secrets is straight up bad. Hidden Strings and Cerulean Wisps aren't the greatest untap effects in EDH. Aphetto Alchemist is good. Neither Temple of the False God nor Halimar Depths are good in EDH. You NEVER want to have temple in your opening hand and lands that enter tapped are terrible for the most part. Riptide Laboratory, Nykthos, Shrine to Nyx, and Ghost Quarter are better here.

That's fine. Even if you're at 100+ dollars, if you are clever about ordering your cards, you should get them for lower. And cutting Evacuation drops the list by $2 as well. Riptide Laboratory isn't truly necessary but you've got a lot of wizards and it helps you dodge commander tax. Nykthos is nice because having more mana is cool.
