Hydrosurge is no longer standard, so you'll need to switch that out with something else.

Best help I would be able to give- 25 is WAY too many creatures for a red blue deck that normally focuses on instants and sorceries. A few creatures belong (Guttersnipe , Stormbreath Dragon , Shipbreaker Kraken , Archaeomancer , and Young Pyromancer and Spellheart Chimera if you can find any). But more instants/sorceries.

I suppose I will replace the devil with another magma jet. I suppose I should have said that I was trying to go for a more aggro deck with more spells to supplement my creatures and take more of a backseat to the creatures.

Pitchburn Devils totally is in standard!! They reprinted it in M14. Go ahead and put that back in. Also, you can check at gatherer.wizards.com to see what cards are standard. It's also a great deckbuilding tool.

I think you've got a pretty nice beginners budget Izzet deck going on here. Right now it's hard to tell what decks will do well, because the meta hasn't calmed down post-rotation yet. Give this a try, and then make changes based on what you observe.
