My take on a Kozilek Cedh list.

The main goal is to slam rocks and play Kozilek as quickly as possible. It is almost always beneficial to cast him, since you always get the four cards off the trigger. That commander tax is pretty negligible compared to the incremental benefits you get out of casting him.

But besides pure combat prowess, the main win conditions are combo lines. Rings of Brighthearth + Basalt Monolith is an easy infinite mana loop, and so is the aforementioned monolith alongside Forsaken Monument. There's also Staff of Domination and Metalworker, as well as Mycosynth Lattice + Karn, the Great Creator shuts down each opponents board.

Kuldotha Forgemaster is an awesome tutor, you can float your mana before you sacrifice your rocks and drop in something silly like a Forsaken Monument. Colorless fairs pretty poorly in the tutor department, but he's a pretty chill piece. The planeswalkers of the deck are pretty versatile and can usually function as both removal and/or value engines. The stax pieces can help with slowing down other players and making it more likely to get a swing with Kozilek, and Winter Orb and Static Orb only affect lands, so your rocks will be fine. the regular pair of boots in the deck can also help in both speeding up Kozilek's progress and protecting him from spot removal.

Semblance Anvil + Mystic Forge + Sensei's Divining Top = infinite draw.
