Points systems never work. Actually, I'd go as far as saying any attempt to put a competitive spin on EDH never works.

Since you are asking about ramp effects in EDH/Commander for red, you should consider:
Infernal Plunge , Seething Song , Brightstone Ritual , Battle Hymn , Desperate Ritual , Pyretic Ritual , Geosurge and finally, Koth of the Hammer 's -2. (Though since his +1 untaps a mountain, that can also net you 1 extra mana per turn). :) Hope you find any of those usable. Good luck with the deck!

Most of your ramp is going to come from one of two categories of cards:
Mana rocks that accelerate your mana production. (e.g. Caged Sun , the Gauntlets, Extraplanar Lens [which is best used with snow basics], Mana Crypt , Mana Vault , Sol Ring , etc.)
Instants and sorceries, such as those Xindlepete mentioned, that grant a one-time boost to your mana production.
The mana rocks can get pretty expensive, but they're extremely powerful. If you're looking to speed this deck up at any cost, you should strongly consider that route.

When you say that it consistently wins T4, are your opponents even doing anything? Counter spells? Removal? Anything at all?

T7, and it is assuming sweepers and targeted removal (counter counts as removal). Dedicated counter shuts it down (but then again, doesn't everything get shut down that way?). 39 lands ensures consistent land drops and good opening hands; I am almost never flooded or screwed.

I personally hate extraplanar lens, but maybe yours don't get blown up as often as mine do. It seems even riskier in a deck that's trying to be fast.

Might I suggest Burn at the Stake ? Unless you're going for flavor. Otherwise, it's pretty useful with Krenko, Mob Boss .

I appreciate the suggestion, but Burn at the Stake is really a worse Goblin War Strike for Krenko given the number of goblins normally on the field.

I like this deck a lot. Final Fortune is a nice touch indeed.
I have a few minor points to make. I'd remove Aftershock
for Shattering Pulse
: the advantage of a recurring artifact removal is much greater than the loss of a single creature/land removal card.
I understand that you risk discarding it with Wheel of Fortune
, Reforge the Soul
etc., but that takes me to my second point: I think that constant card draw in this deck is more useful than a one-off 7 draw: I'd substitute them with Howling Mine
and/or Font of Mythos
.
I also have a question: do you find Goblin Lackey and Warren Instigator useful with the limited number of goblins in your deck? I briefly considered them but decided against it.

Regarding Aftershock ; it's one of the two or three non-damage-based creature removal spells in red. I chose to run it over the 5 cost instant speed version because this can hit lands as well, and costs one less.
I'm a fan of consistent card draw, but the deck really doesn't like group hug (you are, after all, giving the opponent (the rest of the table) 3 draws to your one). The other means of consistent draw in mono-red are too high cmc for my taste. Wheel of Fortune and Reforge the Soul are included because they assume that I have dropped nearly all of my hand in one go, which is often the case. This makes them a 3 and 2 or 5 mana "draw 7" spell. They occasionally have the added bonus of messing up the guy with a 40 card hand and Reliquary Tower .
The point regarding Goblin Lackey and Warren Instigator is entirely valid. Sometimes I have something to drop, sometimes I don't, and often if I do get a free drop I only get one. I've included them because they sometimes allow me to "accelerate" by dropping things for free that I wanted to cast anyway, and the things that they replaced ( Arms Dealer and Taurean Mauler ) were generally useless or undesirable to see in an opening hand. However, I can absolutely understand not wanting to include them; diminishing returns and all that.

Another thing. I noticed you have Gauntlet of Might in your maybeboard. If you own it, you should play it. I think you have a couple of lands too many: I'd remove two to make place for Gauntlet of Might and maybe Shivan Harvest .

Sadly, I do not have a Gauntlet of Might : ( I use the maybeboard as a space for deckbuilding, as the acquireboard doesn't show up on the same page as the rest of the deck for easy comparisons. I really, really wish I had a Gauntlet of Might though; I just find it hard to justify increasing the deck price by 50% for a single card when I could have payed for, say, two weeks of food for myself or a nice date.

I think you should try Chromatic Sphere instead of Mind Stone I think it would be better because Chromatic both keeps the Mana added and gets a new draw as well. I also think Goblin Ringleader Hellrider and Goblin Piledriver would be most effective with Tokens and Goblin Warchief . If you would like to check out my deck. it would be awesome. Thanks

Sorry for double post, but also I never use Jokulhaups unless I can play Akroma, Angel of Fury off of what I have leftover to just pound people into oblivion.
