I am in love with the new legendary merfolk that was spoiled in Rivals of Ixalan. I originally wanted to build a tribal merfolk deck and play aggressively, but after researching what abilities merfolk have, I have decided to play more combos and fly under the radar while having tribal to fall back on if need be.

I have chosen to build a Primal surge deck. For those that don't know what i'm talking about, Primal Surge says: "Exile the top card of your library. If it's a permanent card, you may put it onto the battlefield. If you do, repeat this process." Basically, since my deck has nothing but permanents, if no on counters primal surge, I can put my entire library into play and win through a few win conditions.

To get the best results out of primal surge, its best not to add in any other instants or sorceries. I did see a lot of instant and sorceries that I wanted to play but for now its not going into my deck. So you are welcome to give me suggestions on cards but if they are sorceries or instants, I will respectfully decline.

I totally expect someone to counter it which is ok with me. It is in my deck for the off chance that they allow it to happen. If it does get countered, I will have to use my commander's ability to draw cards to find my win conditions which can be more fun than actually primal surging.

I do realize that once I get my board state setup, I will become a target and I'm sure someone will have a board wipe/removal, but I hope I can draw cards in response to dig through the deck for answers or for back up plans.

I have a ton of cards that cater to tribal to give buffs via +1/+1 counters and such. Then I also have cards that synergize well with Kumena's bottom two abilities. I have a fair amount of cards in the deck that untap all creatures at either my end step or at other players untap steps. Those will be the moments I decide how to activate Kumena's abilities. Whether to boost my defense with +1/+1 counters or to draw cards and refill my hand.
