I added land destruction because it neutralizes their lands in a way. . .

The overall plot

This deck is based on limiting what your opponent can do with Quicksilver Fountain. It uses creature and spell control to give you time to build up flood counters and an attacking army.

Flood counter removal

Chisei, Heart of Oceans since both event happen on your upkeep you get to choose the order! This means you never really place a flood counter on your land and you don't have to sacrifice it.

Power Conduit Remove the counter and give something +1/+1, woot!

Ruin Ghost Flicker the land when it comes back there is no counter.

The Infinite Combo

Retreat to Coralhelm + Ruin Ghost Is an infinite landfall. . . so use it with Retreat to Coralhelm + Roil Elemental + Ruin Ghost to take all of your opponents' creates. Even the ones with bribery counters from Gwafa Hazid, Profiteer (explained why in combos).

The Combos

Gwafa Hazid, Profiteer + Power Conduit With this you can take control of their creatures with Roil Elemental and use Power Conduit to take the bribery counter off.

Norn's Annex + Quicksilver Fountain This is pretty rude. Ideally they will only ever have 1 non island on their turn, and if they play white they can choose to play a creature or not sac 2 life to attack.

Lux Cannon + Power Conduit Remove counters and kill creatures!!!!

Cytoplast Manipulator + Power Conduit Remove counters and take their creatures!!!

Edits

I took Venser, the Sojourner out because it seemed overkill and I added Lux Cannon because it pairs well with Lux Cannon + Power Conduit . I also really liked the idea of Magistrate's Scepter but that's not modern.
