Sakashima the Impostor can do a lot of silly things in this deck and I believe is worth considering. I also thing you should have a Laboratory Maniac as an alternate win condition and for safety, as I am all too familiar with how easy it is to draw yourself out with your commander.
If you ever find the room and money, you should also consider Azusa, Lost but Seeking since she does so much work with the amount of lands you are going to be drawing. And if you do, creatures with Landfall, a la Avenger of Zendikar or even Rampaging Baloths would look a lot more appealing. And incorporating Boseiju, Who Shelters All will make sure your Time Walk/Counterspell effects go off without needing the approval of other Blue players.

Oh yeah, and you definitely need to find room for Riptide Laboratory, Reliquary Tower, and Command Tower in your mana base. And with the sheer amount of draw power this deck is packing, you may even want a Spellbook.

@Teal_Fox: Laboratory Maniac was originally in here, but when 95% of the times I drew him he was dead, I replaced him with something that would actually help when I needed it. I never draw myself out, and can recover from massive drawing easily. Extra land per turn cards aren't needed, as 90% of my ramp comes from ramp spells. I even considered taking out Exploration for a bit. It's also why I went down to 32 lands because most games I was just drawing nothing but land when I needed something else.
If I was going a more token/combo route I'd add AoZ and Rampaging Baloths but I'm not. It'd be a different build focused more on token spam with things like Craterhoof. Boseiju is a card I should add in to help fight counterspell wars.
Riptide Laboratory only works with my general, and doesn't provide a way to add colored mana. While I'm not worried about color screw so much, it doesn't synergize with the deck enough to want it. I also don't want "no max handsize" effects cause I want to discard down to seven so Kozilek can hit the grave when needed.

some more nonbasics would be good, Rogue's Passage is particularly worth looking at with zegana, then I like cycle lands in zegana, because you will draw extra lands and they let you dump them when you don't need them, and then some more multi-color lands to clear things up, guildgates, the khans uncommon land, a fetchland or two to tutor breeding pool (doesn't need to be misty rainforest, you could run like one of the khans green or blue ones).

My mana base is fine. I have little to no problems generating my mana or the colors. Taking away the basics hinders the ramp since 95% of my ramp requires basic lands. I have found it is faster this way than loading up on nonbasics. Opal Palace was including for utilizing Zegana's triggered ability.

As much as I love Primordial Hydra I just don't know what to take out for it. I'm still looking for room for Temporal Trespass. Command Tower I find unnecessary, but if I put in Boseiju I might include it.

I find Scourge of Skola Vale to be an incredibly forgettable sac outlet, especially when there are cards like Greater Good and Ashnod's Altar out there. You should also find room for Reliquary Tower, but above all else you should grab a Riptide Laboratory.

Scourge is a creature that can get stronger, fuel for Zegana to pump up, and a sac outlet when I need one. Ashnod's Altar is unnecessary, as I can generate mana far faster with ramp than I can with the Altar. Greater Good is nice, but discarding something I do NOT want to do unless absolutely necessary.
As for Reliquary Tower, I already explained why I don't have it in here. However, looking over my list of creatures, I can use Riptide Laboratory for more than just my general. Will remove a basic land for it

I strongly recommend Deadeye Navigator and Terastodon.
also Command Tower. I know you say you don't need it, but there's no reason not to run it unless you're consistently tutoring /all/ of the basics out of your deck. you could afford to cut two basics for a Command Tower and a Misty Rainforest to make your lands even better.

@badgurfield: I don't want unlimited handsize cards in my deck. That's why Kruphix and similar cards aren't in here.
@asasinater13: I originally had Deadeye in here, but more often than not my games lately with him have proven that he isn't as strong as I want him to be in the deck. Terastodon I don't need cause I have Woodfall Primus and Beast Within, which are both better in every way. Besides, I'm not really that big of a fan of a card with a big body but no trample that also gives my opponent's creatures.
I don't need Command Tower, and I don't have the money for a Misty Rainforest (I only have the Tropical Island cause I traded in a good chunk of my collection and got it reduced by 40$ thanks to my store's point system). Yes, my deck does love to abuse the ramp. It's awesome when you Boundless Realms for 13 lands and you still pull 13 out.

I fail to see how my Zegana deck is more Momir than Zegana. It's a combo deck that uses ramp and control to combo out for many different ways.
Zegana is an amazing card draw engine and mix in the ability to abuse her ETB triggers things get ugly fast. She is everything this deck needs when it needs it.
