Yes, this is a mill deck in Commander. Because mill is unreliable as a wincon the deck is built around gaining advantage from milling. Lazav and a few others can change into or steal creatures from graveyards. Mirko Vosk, Mind Drinker and his friends put stuff into graveyards. For everything that gets played before it's put into graveyard I have clones and Control Magic . This is a very multiplayer kind of deck, so you'll want to avoid becoming the target of everyone else too early. Mesmeric Orb is an absolute beast in this deck but it will gain the hate of all the other players, so make you sure you have a plan for that.

PS: Darksteel Colossus , the legendary Eldrazi, Progenitus and Worldspine Wurm will hit the graveyard before they get shuffled in. This will make you very happy. Commanders don't hit graveyards. This will make you sad.
