Broko is the format that's like brawl, except the only legal cards are basic lands and cards that are or have been banned or restricted in a format at one point.

It's entirely possible that Oko is the correct commander for this format because there's no Force of Will and obviously unchecked he gets massively out of control, but I believe the format is probably a turn-1 format meaning having access to Contract from Below and Dark Ritual and Yawgmoth's Will is too important.
