Mono Blue deck for the Rush format. Get out an Ominous Seas, then keep drawing and proliferating until you have Krakens. Reset your deck and hit your opponent with Psychic Spiral. This might be a little slow for Rush, but I liked the challenge in using Ominous Seas.
