When I saw Liesa I knew she would make a perfect replacement for Kambal in my Pillow Fort Deck. After a few slight changes I put together this decklist.

The main plan is to sit back and turtle up while everyone else dukes it out. This commander will surely place a target on you so you need to dissuade your oppenents from attacking with cards like Ghostly Prison or Sphere of Safety; remove attacking threats with Kor Haven and Maze of Ith; remove threats entirely with Path to Exile, Swords to Plowshares among others; or, simply by nuking the board with mass removal like Wrath of God or Day of Judgement. If their threats are indestructible you can always remove them entirely with Final Judgement.

While they are leaving you to do your thing you can punish them for everything. They drop a land Polluted Bonds will ping them and give you life; Sanguine Bond will hurt them when you gain life; Authority of the Consuls and Blind Obedience will make their creatures enter the battlefield tapped; finally Kambal, Consul of Allocation will hurt them for playing non-creature spells and Liesa will hurt them for playing anything.

There's only one real combo in this deck with Exquisite Blood and Sanguine Bond.
