Whir of Invention should probably be proactively banned in EDH. It's not going to be, but it looks too good. Should probably go into at least half of the tier 1-2 lists. Definitely trying it out in Teferi.

Whir of Invention is pretty good, but we have arguably more busted cards to get artifacts from library to battlefield. If you're looking to combo off Transmute Artifact is generally just a much better option. I guess if you wanna fetch a Sol Ring or Mana Crypt, then Whir isn't too bad.

It's going in Teferi and Brago for sure. I'm not sure if any other Tier 1 decks will want it. None of them regularly play Transmute Artifact, which is one a similar level most of the time (both have cost-cheating abilities. Transmute costs less but is sorcery speed). It's definitely a card to watch though.

Since my Azami build currently wins off Dramatic reversal + Isochron Scepter and will soon be slotting in Paradox Engine as a possible means of winning, I like to have a card that can cheat them into play. As a control player I just think Transmute Artifact is a better option because I won't be tapping a lot of my resources. If you're playing a straight artifact combo build then I can see Whir being very good, but I still don't think it's the most amazing thing ever.

The big advantage to Whir of Invention is that it's an instant. It definitely won't replace Transmute Artifact, but it may replace Reshape.
The main thing to be fetching with it would artifact combo decks grabbing a win condition EOT (Teferi grabbing The Chain Veil, Brago grabbing Strionic Resonator, Staff of Domination in Kydele, etc. You could grab a Mana Crypt if you really wanted to, but paying UUU to get a mana rock EOT doesn't seem amazing compared to the other uses I just listed.

I hate to say it but as a long time Kalia player I can say that she should be demoted. She might stand a chance in 2 or 3 player games but in 4 or more she is no threat. I play zur, the mimeoplasm, and azami and I can say that she cannot keep up with them. Even my chainer and xiahou dun decks can stomp her most of the time.
I think any deck that sucks without its commander should be tier 3. Kaalia is one of those decks (cough cough narset). Once you shut her down enough times she is pretty much done. Sure you can cast big creatures without her but by that time the game should be over.

Seriously though, I think that it would still be worth running in Breya. It's a bit like Necropotence in that if you can resolve it and find a combo piece with it, it should win you the game on the spot. I'm not saying this card is as powerful as Necropotence, but you get the idea.

I can say with near certainty competitive Breya wants nothing to do with that card. Her best combos have very little (only LED) to do with artifacts and her best builds run no more than 15 artifacts in total (most of which are rocks). None of her artifact combos are cEDH playable and triple blue is insane given that you can't even tap an artifact for blue.

I suppose I should have stated "my Breya" which is designed to be a 7/10 spike scale.
I don't run George because my playgroup packs instant speed removal and I can't afford to run Bomberman because most of the decks I play against are counterspell.dec so I have to keep the shields up, can't afford to pitch the hand.
I run the ashnods combos in a go wide strategy. (Ashnods/KCI/Mana Echoes/Grand Architect + Eldrazi Displacer/Nim Deathmantle)
The rest of the deck is simply tutors, removal, and protection.
Little slower than the other combos but a little easier to do safely and reliably.
My version is pretty U heavy as a result. Since most of my combos are colorless and most of the tutors are U or one black pip I can tweak the mana base to be more U/B/x/x and it works just fine.
For me Whir reads "Tap Breya and both thopters, pay UUU, tutor for combo piece."

So, I said I'd give a week for voting on the commanders I brought up. It's been 11 days because I'm forgetful. Anyway, here are the results:
Shattergang Brothers: Four votes for demotion, zero against
Titania, Protector of Argoth: Three votes for demotion, one against
Riku of Two Reflections: Two votes for demotion, two against
Oloro, Ageless Ascetic: Five votes for demotion, zero against
Saffi Eriksdotter: Three votes for demotion, two against
Child of Alara: Three votes for demotion, one against
Melek, Izzet Paragon: Five votes for demotion, zero against
Kaalia of the Vast: Six votes for demotion, zero against
Roon of the Hidden Realm: Three votes for demotion, one against
Rashmi: One vote for demotion, one against.
Based on these results, Shattergang, Oloro, Titania, Child, Melek, Kaalia, and Roon should all be demoted to Tier 3.
It was difficult to get exact answers out of people. A lot of feedback was "commander X is borderline tier 2-3", which isn't useful at all for getting information on which side of the line they should fall. That's a big reason why some commanders have 5+ votes while others have 2. It was also difficult because some people would say "I mostly agree with person X" without doing a full breakdown on where their opinions differed.
In the future, I'll try to host an actual survey with simple yes-no answers instead of asking for feedback. It should remove a lot of the ambiguity.

Going off of what TheDevicer said, some of the lists haven't been updated in awhile and I'd like to have my Azami list Prepare Your Salami for the Azami put up for consideration. I keep my list updated VERY regularly and I have the top rated Azami list on T/O as of now. The current featured list has a few questionable card choices in my opinion.

Ironically, I did almost make the list myself . This tier list was based off of Pmonk's. He was the first to make a list on Tappedout sorting all legal commanders into five tiers. But his creation was extremely flawed. He had things like Iona, Shield of Emeria in Tier 1. After it became clear that he had no intention of updating it to stay accurate, several of the users actively commenting on it, including Gigi and myself, decided a new one should be made. I copied Pmonk's list, but at the time there was a bug going around Tappedout where decks wouldn't display their custom categories. My copy kept showing up as an unreadable lump of cards instead of being sorted into Tier 1-5. I spent over an hour trying to remedy the issue, editing and deleting the list, refreshing, even attempting to contact the moderators for help. Before I could sort it out, Gigi made his own working list. By this time I'd given up hope of getting my own working. Gigi was quite active at the time, so I readily agreed to help with his.
That was over a year ago. This list now has over 300 upvotes and appears in dozens of folders. It's both of the top two results on Google when searching for EDH tier lists. It would take a true crisis to abandon the current list in order to transfer to a new owner. Short of one of Tappedout's developers physically stepping in and transferring ownership of this list, which I'm not sure is even feasible, the current setup won't change.

iAzire Almost every single Masterpiece that is being printed in Aether Revolt is a top tier artifact that goes in top tier decks. Just because you aren't using them doesn't mean they aren't good. Honestly, if you can't recognize most of these artifacts as being like, top 2-3% of all artifacts that have ever been printed, that's on you.
