Also, while the banned commanders are banned, could we get decks for them just to demonstrate the best builds for them and show why they are banned or could be unbanned in the future if the power level keeps going up.

Yes, there are more than 4 sac outlets, however only 4 of them form an infinite combo that actually does anything of value. Because while Fanatical Devotion + Saffi Eriksdotter + Renegade Rallier is technically an infinite combo, it doesn't do squat to win you the game.

I'd like to introduce the idea for discussion that razzliox's TurboFroggy list is tier 1. It is very fast (Jeleva/Prossh speed), not significantly affected by many stax pieces, can win in the endstep with two cards in the Cleanup Step: Dakmor Salvage in hand and Gitrog on the battlefield (assuming you have 8 or more cards in hand), and can fight through single use graveyard hate pretty well (i.e. non-Rest in Peace, etc.). In my games (~30), I estimate its strength to be around Prossh level, i.e. one of the top-5 decks in cEDH.

You'll notice the top commanders on this aggregate ranking have an almost 1-1 correspondence with the tier-1 generals on this list (Breya, Yidris, Leovold, etc. didn't yet exist).
P.S. Tazri wasn't yet well-known at the time of this and it seems she settled just above Prossh in a top-5 spot.

It looks like you're running Food Chain, but no Eternal Scourge or Misthollow Griffin for the combo, nor any of the support cards like Extract. I also see Kiki-Jiki, Mirror Breaker, but none of the other pieces for Twin-Exarch combo like Pestermite. Those are the two best combo packages for Wanderer. For an extremely low mana investment, FC-Scourge/Griffin with Wanderer puts your entire non-land library into play, allowing you to win a wide variety of ways. Meanwhile RUG Twin has numerous interchangeable pieces and multiple potential lines of assembly. I would recommend focusing your list on one of those two combo packages.

I hope to see a Hanna, Ship's Navigator list in the tier 3 deck list section here eventually. I'm building her right now and while my goal isn't a pure competitive list, it is always nice to see an example that is considered well tuned as a reference point. I am really glad to see the decklist section expanding in general as it could be a very valuable resource in itself.

I think some sort of voltron build that takes advantage of the silence effect might be better.
I'm pretty sure all the support you'd need for thopter tribal is all on colored cards.
Nim Deathmantle and Hero's Blade seem like shoo-ins.
Any ideas on fitting this into the 99 of anything? Might work in Silas, Glissa, and Meren.

Wizards is pushing the power level of this set without regard for consequences. That much is obvious. I vote our new thopter overlord be placed in a new S-tier until the RC bans it.

I'd suggest changing the Breya list pointer to a more competitive build. There's a bunch of decent ones out there. I think there's no question Breya is Tier-1 if you switch to a Tier-1 list.
Or, wait, is this supposed to be a list of pointers to competitive builds? Or is this just a list of builds that kinda do funky things and are fun or something? Sorry if I'm misinterpreting things, I found my way here from the cEDH subreddit.

I think Hope of Ghirapur will go well in any stax or control deck with good artifact recursion. For instance I think I'm going to try it out in the Tana, the Bloodsower + Silas Renn, Seeker Adept stax list I'm building.

Renegade Rallier is great in Saffi, especially since it can be tutored with Summoner's Pact and GSZ, but as others have mentioned the sac outlets are hard to assemble.
With that said, there might be a way to make it work with Greater Good which is far easier to tutor in GW colors than the artifacts. Because Renegade has 3 attack you can keep card parity in your hand and dig through your library for things like Elvish Spirit Guide, Mox Opal, and Mox Diamond to get extra mana for Altar of Dementia.
Between Greater Good being an enchantment and Renegade Rallier being a green creature, you'll have one of the most easily tutorable combos we've ever seen for Saffi with the only issue being the steep mana requirements for Greater Good.
I think if people build the deck like that, Saffi can be tier 2 again.

Oh sorry, I forgot about Mana Crypt for a second. So there you go. If you haven't played Crypt yet all you need is 2 cards in hand when you start the Renegade+Saffi+Greater Good combo like that, and as you dig with Greater Good you discard every card that isn't an Altar of Dementia or Mana Crypt. Once you get those two cards in your hand, you win.
