Ohthenoises yes. The shell is basically done. Its not too bad, im just trying to fine tune and test.
While this is still in the testing phase, i'll leave it here. If I could ever get it more consistent or faster itd be great. As of now I'm averaging turn 7 I believe.

People don't give Sram the love he deserves. He's not even in the tier list.
I have been playing him for a month or so with my playgroup and he sure is my favorite commander now. Winning out of nowhere with Reservoir or Mentor is really fun.

srams right there in tier 3. without an additional draw engine out there with him, reservoir plan tends to fall off.

Oooh. I missed that. I'm using Alhammaret's, Puresteel and Skullclamp as additional draw engines.
Our playgroup is pretty cutthroat, Teferi, Arcum, Brago, and a lot more. I just find it surprising that they really don't see it coming most of the time or they don't see me as a threat based on what i'm playing. Usually just playing 0-2 equips with discount cards (Auriok Steelshaper, Semblance Anvil, Cloud Key, Helm of Awakening). Then pop off once I draw into KCI. Really really fun.

Can we get a new Narset list on here? Garta's link no longer works and his only existing Narset list is for Partials, which are obviously no longer legal.

Also, are we sure that she isn't Tier 1.5 material? I feel like she doesn't get much discussion post-partials, which means that people haven't really tried to solve her in the new world of cEDH. I just look at that list of Tier 2 commanders and feel like she is better than pretty much all of them and is quite comparable to many of the Tier 1.5 commanders.

I think Narset is somewhere between 1.5 and 1.75, i.e. it may be correct to move her to 1.5

In terms of a cEDH deck that aims to win quickly (turn 3-4, for example), how important is it to run artifact removal that can shut off opponent's fast mana at the cost of slowing one's own deck?
I'm thinking I might need to add By Force, Vandalblast, Shattering Spree, and/or Release the Gremlins to This Aggro Defeats cEDH (Purphoros Primer).
Pay no attention to the title of that deck... heh....

Arjun, the Shifting Flame is certainly not tier 4 he deserves to be tier 2-3

I've been very distracted about my newfound responsibilities here I'm just going to go up the list a little:
RivenVII, Fixed Narset link, and I'm not sure what list you're looking at, but Garta's list doesn't mention anything about partial paris in the description. The opposite, actually.
Anyway, I'm keeping his list because I like his primer and how Approach of the Second Sun streamlines the deck's win condition and his explanation of how it's used.
merrowMania, Ohthenoises, Lilbrudder, & chaosumbreon87: Moved Circu, Dimir Lobotomist to T3 and added chaosumbreon87's deck in the description. His synergy with Dramatic Scepter is pretty clear cut, and chaosumbreon87's list looks good enough to have up for now. (Although, I recommend shifting the mana base more toward blue, my playtests were giving me too many swamps I didn't need with the even split you have right now. Also Time Spiral?)
BestKeptSecret, If you think your Sram list is competitive you could link it here if you want. Our current list doesn't run Alhammarret's Archive, and personally I think that's an oversight.
Ohthenoises, I don't think Ramunap is going to effect Titania that much since Crucible was never really a plan A for the deck, but it's definitely going to be a good addition.
Also, I'm pretty sure that I'm the only one who's posted a Titania list here, so I'll probably figure out where Ramuna goes and put that up soon. (I've also discovered some interesting combo potential with her and Drownyard Temple recently, which could be cool.)
Scyxx, The Commander 2017 legends have not been added to the site yet because they were leaks. When they're added they'll go on here. EVERYBODY ELSE: Remind me what placement was agreed on for them. I was thinking:
- Wasitora - T3
- O-Kagachi - T3
- Ur-Dragon - T4
- Ramos - T2.5 (? - There was a lot of discussion on him, did anyone come up with anything solid?)
- Taigam - T2.5 (We need to come up with something here too.)
Ohthenoises: Phenax has actually been a pet project of mine for a while now. I'm convinced that he could make an excellent combo deck that uses self-mill & the yard to see pieces more consistently. Haven't really got it off the ground though. As to your question, most Phenax decks run Undead Alchemist and Altar of the Brood already since they combo with other cards.
Hi Brewstorm! I really like your Arcanis list. It's seems straightforward and powerful. I've added it to the description since TheDevicer seems to have taken his list private or deleted it. (No offense meant TheDevicer! Unfortunately, I never got a chance to view your Arcanis deck, so right now I don't have anything to compare to. If you feel your deck still deserves a shot, then you can feel free to resubmit.)
HezTheGod, Though I think your deck looks just like every other Izzet storm deck ever, it's easy to see how Mindmoil in the command zone is helpful in the archetype. Moved Arjun to T3, added your deck to the description.
ajacobik, There's been a lot of talk about Erebos in cEDH lately. I know there's a good deck up on Reddit. I gotta say, having played against a friend's Erebos deck extensively, I'm little skeptical, but I'm aware he's gaining popularity and he might move up.
SIDBJJ, That list looks very good. I'll throw it up on List of Partner Pairs by Tier. I do think you have room to keep improving though, n0bunga was giving good advice about colored mana combos, Grand Architect and Pili-Pala are a creature and an artifact creature, which gives you much better reception to blue/green's tutor profile. Also, I'm not too sold on Tooth and Nail into Deadeye even with Kydele's ramp, that combo tends to be outmoded nowadays in cEDH. You're definitely off to a great start though, so keep at it. I don't think too many other people are brewing Thrasios/Kydele right now.
chaosumbreon87, Added your Kefnet list. The others didn't really stand out to me (or are too soon to call like Ramos and Taigam). Left you some comments on the other ones.
Other changes:
So long as there are no objections I'm going to make some changes that I've been harping on since forever:
- Sachi, Daughter of Seshiro moved up to T3. This deck I made as evidence: Optimized Sachi, Daughter of Seshiro
- Depala, Pilot Exemplar, Gonti, Lord of Luxury, and Kemba, Kha Regent all bumped down to T4.
I'd also like peoples opinions on whether the following commanders that were demoted to T3 before the advent of .5 tiers should be given the opportunity to move to T2.5:
- Omnath, Locus of Mana
- Titania, Protector of Argoth
- Freyalise, Llanowar's Fury
- Mikaeus, the Unhallowed
- Teneb, the Harvester
- Kaalia of the Vast
Another thing I'd like people's opinions on: promoting Savra, Queen of the Golgari to T3. After playtesting this deck: Hapatra Vizier of Apostles, by HarroHunter I was pleasantly surprised to see how fast and efficient Thrumming Stone+Shadowborn Apostle could be in EDH, especially with one or two other G/B combos to back it up. As I told HarroHunter, I didn't think the deck had enough to do with Hapetra to be representative of her, but I do think the list itself has merit, and it seemed to me like the most logical G/B commander to run it would be Savra, as she'd give you scaleable creature sweep with the Apostles. What does everybody think? With this list in mind, could Savra move up?
Last thing that's been brought up is the possibility of a name change to make the title of this list more coherent. Would anyone be bothered if I changed this list's name from "[List - Multiplayer] EDH Generals by Tier" to "List of All Commanders in Multiplayer by Tier" ?
This is only about half of what I planned on addressing, but Imma take a break now since this comment is really long and I'm losing my mind.

sonnet666 i have linked a Taigam, Ojutai Master deck earlier in the comments if you wish to look at it. If you have suggestions, feel free to suggest them as im sure the deck needs improving. I haven't had much time to playtest due to real life issues that prohibit me from playing but i do believe this is a good start for a storm (ish) deck. I have dictated what cards i believe might need to be cut and would love to ehar feedback from the cEDH community. If i need to relink, feel free to let me know.

dont know where you saw time sprial? I thought I removed that before I posted here since palinchron was the only thing I had above 5 drop. I agree that the mana base needs a blue shift. Ill keep my taigam and ramos lists on the backburner until theyre confirmed or someone creates a better list for them. Ill tweak the krenko list a bit and see how it goes in the meantime. Samut im just not sure which one is better but ill tweak the one I have access to. Eventually ill try to speed up the others. Guess ill throw arcanis HT on the extreme backburner
Guess ill look through the tiers again for decks that need list (majority is tier 3 but theres like 1 or 2 stragglers as commanders rise and fall in the tier list.
No input on the leaked commanders.

My initial reactions (see the link for justifications):
Ur-Dragon - Tier 5. This was not contested.
Ramos - Tier 4. This was somewhat contested. While no one suggested where to put him in a different tier, there was a lot of discussion about how to make him work as a...(wait for it)...engine. I now believe he could end up in Tier 3.
O-Kagachi - Tier 4. This was not contested.
Wasitora - Tier 3 or 4. These was not contested.
Taigam - Tier 3 or 2.5. These were not contested.

Leaked Ixalan Legends:
We got the utter trash that is Captain Lannery Storm. It is cool that she ramps, but as a commander, she is somewhat completely lackluster. Tier 5.
Then we got half of the beautiful Tiehana, Voice of Thunder. 'Bout time a new Merfolk came to kick ass and take names! Thrasios was getting lonely! If she is 5 mana or less, we have a Zegana 2.0! Tier 2.5 regardless since Food Chain don't care about no mana cost.
Leaked Ixalan Cards:
New gravehate enchantment: Ashes of the Abhorrent. Gravehate is gravehate. Not particularly good for its white, but it can help reach a critical mass of hate for a meta.
Mana Crypt's worst enemy: Hostage taker. It is good because it takes ramp. Four mana is quite a bit, but it is at least something to consider.
