I added it because it does ramp in monocolored decks, and it can tap for mana even without the devotion ability. It's very limited, though, so it only sees play in a small demographic of decks.

Awakening Zone , Journeyer's Kite (ramps just as much as yavimaya elder), Black Market , Mana Flare , Darksteel Ingot , Sylvan Primordial , Seedguide Ash , and Mana Echoes (tribal).
Spoils of War should be Spoils of Victory .

Mana Flare and it's ilk (Zhur-Taa Ancient , Heartbeat of Spring )

Also, Druidic Satchel does some serious work (in budget decks, at least).

I feel Lotus Cobra counts as a somewhat decent ramp card Epochalyptik, not too good though.

You should add the card Tithe . I use it in all my white decks that don't have green to ramp. It's a great card if you run dual lands and shock lands.

For instants, you should add Crop Rotation and Realms Uncharted
Enchantments, you should add Manabond
Land, you should add Lotus Vale and Scorched Ruins

I really like Thawing Glaciers , although it isn't ramp in a strict sense it ensures land drops.

@GoldGhost012: Xenagos, The Reveler doesn't really ramp very well in EDH.
@Xtkxl4rd4ss: Lotus Vale and Scorched Ruins are too risky. You get blown out by LD, and land-based LD (e.g. Strip Mine ) is very prevalent.
Manabond is very situational, and it's rarely relevant.
Crop Rotation isn't ramp. I'll add it to the list of tutors, though. Same with Realms Uncharted .

I want to suggest Coldsteel Heart , Star Compass , and the talismans for this list.
Also, I want to make an argument for the inclusion of the shard obelisks because Manalith is in here. In three-color and five-color EDH decks, if a player who only plays blue steals a Manalith from a jund player, the player can tap it for blue, but if it were a Obelisk of Jund instead, the blue player could only tap it for colorless. So I say if Manalith gets a spot, so should the obelisks. The one place they wouldn't be as good is in a five-color deck, but those are "relatively" rare in commander.

Fatestitcher At worst its one extra mana in colour that doesn't get much ramp, at best it combos with with Nykthos, Shrine to Nyx or Gilded Lotus for some spectacular ramp, even going infinite with something like Pemmin's Aura

Rites of Flourishing , it also group hug so it might not make it

Couldn't the set of Keyrunes be on this list? Azorius Keyrune as an example.

How does Xenagos, The Reveler not ramp well in EDH? I see him ramped for tons all the time, especially in token decks and other creature heavy.

I think Expedition Map is a good idea. I like using it with Sun Titan .

If Borderland Ranger is on the list, then why not Sylvan Ranger ?

Oh, and you forgot Pilgrim's Eye , which you listed in List of Budget EDH Staples and Power Cards.
