I'd add black for some cool creatures like Tasigur, the Golden Fang and/or Gurmag Angler.

Thanks for the thoughts, Scorprix! I've thought about making this into a Grixis list, but I'm already running four Digs and a TCruise which eats up most of my graveyard. This is also meant to be a hyber-budget list. I have all of the fetches, Seizes, and black Delve creatures to adapt the list, so how would you suggest doing so? I'd like to keep the deck UR, but I may want to change it once I see how it performs at FNM this week.

@ Scorprix - I guess budget isn't the best phrasing. I didn't want to invest money into Standard cards, so all of the value will hold for the most part post-rotation.
I do like the idea of a black splash if this just sucks at FNM. What would I cut down on? I have 3 Deltas and a set of Strands for fetches, 3 Seizes, and a Taz. Anglers of course too.
@ TreeGobo - I'm not going to change this list, but I may experiment with the Grixis colors.

Now that I'm looking at the mana base more, it seems like it's going to be very difficult to obtain consistency. We have double costs in Anger, Dig, and counters. Riddle would likely be cut.

@ Kelloyd71 -- The Haven is here so that I can get back one of my two win conditions should it be milled, discarded, or destroyed (Ugin). Generating colorless mana doesn't affect the land base since we're only in two colors and run so many lands, so it doesn't hurt to have a backup recursion plan.

I might take out Riddle with Lightning and Steam Augery and replace the cards with a playset of Stoke the Flames, just feel like the hard burn plan is better, personally. But that's a preference. I also think you want four copies of Temple of Epiphany, to help with just getting the cards you want. And I really do feel like this is the kind of deck that you splash black for two copies of Tasigur or something like that. Not sure.

I agree that temples and reefs should be added... in a non budget build. I would also replace the 2 riddle of lightning with another keranos and probably another counter, because you have 5 non-situationAL counters. I know it seems cliche, but maybe consider a U/R Dragons deck? Then you can have scorn. The deck looks good, and I am a big fan of mindswipe, especially for budget!

Another card to think about is peak eruption against mono red... but put it on side obviously! Also, I think the anger of the gods is more sideboard. Mayen nonbudget, run soulfire to gain life on your burn? Obviously if it wasn't budget, it would have a somewhat different build... sorry for blowing up the comments! XD

Thanks for all of the comments! I've cleared the comments to keep the discussion manageable, but I will highlight your suggestions in my response.
@ Krakshot -- Yes, for budget reasons. Shivan Reefs are among the Standard value that will drop come rotation. I've already traded away my copies and don't intend on picking up more. Anyways, the deck runs fine without them. I've rarely been in the situation where I'm wishing I had another red or blue source.
@ jcp1195 -- I don't like Spellheart Chimera. His power essentially gets a reset every time I cast Dig Through Time, and it's easily removed by Lightning Strikes and Stoke the Flamess. The creatures I run (which currently is not any because it's impossible for Keranos to come online) need to be resilient and be able to survive any removal. This would change of course should I splash black, which I'll discuss in response to another user.
@ KLEPTOMANIACSABOUND -- Riddle of Lightning and Steam Augury are easily the weaker cards in the list, but I like them both over Stoke the Flames. First, Riddle can easily hit for 8 since we have six 8-drops. It also scrys, which in the worse case will help me set up my next few turns. It only costs one more than Stoke, which will never be convoked in this deck. As for the Augury, it fuels Delve and draws me cards. With the Strikes and Magma Jets, I don't think more burn is necessary.
As for splashing black, I've been considering it. I tried it out last night, and can't decide if I like it. The games I've lost with the current list wouldn't be helped by having Tasigur. I currently have the Polluted Deltas, Tasigur, and a few Gurmag Anglers to add in should I want to make this change.
@ Phobos493 -- In general, please link your cards with double brackets in any post you make on this site. It wasn't that much of a problem because I knew of every card you mentioned except Peak Eruption.
Budget for the lands. The land base performs fine as is. A second Keranos wouldn't be useful either. We dig enough with Dig and the Scry that there isn't a problem finding Ugin or Keranos. The counters have been fine as well; early game Mindswipe is unconditional, and late game it usually just wins.
A Dragon deck would blow out my budget. I don't want to invest in Standard value, unless it's going to hold post-rotation - something the Dragons will not do unless they see Modern play.
Peak Eruption might be a good sideboard choice. I'll play around with it! This deck's worst nightmare is aggro. Anger of the Gods as a two-on mainboard has saved my end so many times; it hits a lot of creatures in the majority of the meta, and only gets sided out against control.

I'm somewhat surprised to see no copies of either Arc Lightning or Twin Bolt anywhere in the main or sideboard. Both, in my opinion, offer great flexibility and utility over things like Magma Jet and Riddle of Lightning.

Yeah, that's the only real downside to Arc Lightning. I'd definitely still suggest it as a sideboard card. It can make an absolute mess of B/W warriors, dash decks and token decks.

This is my version of this deck. I really like the mindswipe deal, but Riddle of Lightning has always been just terrible for me. I'm also tuned a bit to my meta, hence the three main'd Angers, but I figured that I would post here so we could get some ideas and feedback from one another.
How are you liking Steam Augury? I think it's fine, but it's very lack luster at times, which is why I relegated it to the side. Have you had any luck with it being great?
