I asked the question because around here a number of people use partial mulligan, which favors decks with a lower land count.
As to removing cards: I noticed I didn't like to see your big draw cards likeBlue Sun's Zenith in the early game. I count 4 of those, so maybe you could reduce that amount?

Fair enough. But yeah, your avg cmc needs to be about 1.6 to be running this few lands. My cmc in Tazri is 1.7 and I run 30 lands, 6 mana rocks and like every 1 drop green dork under the sun.

Nice list! Have you considered the Dramatic Reversal + Isochron Scepter combo over the rings + monolith one? It’s leaner, meaner, and your deck does well with it. You can draw your deck with Hana and commander sphere, or pull off the same thing with senseis top (just like rings). Both pieces have more utility outside the combo as well.
As far as mana, 28 lands is pretty low, even with all the rocks you are running. I play cedh and run 28 lands myself in grixis storm, but imo it’s only doable if you are running a full set of the 3 legacy playable One mana blue cantrips and all the moxes (just chrome mox in your case).

That sounds like a pretty spectacular combo. What would you recommend cutting for it? Cards like Overburden or taxes like Propaganda? Or just replace the combo pieces all together?

First mulligan is free in my playgroup. Other than that everything else is standard jiebie
I will take what you say into consideration though, put in a few more lands and draw spells for cards that are more conditional.
