I feel like the Nightveil specter might be a bit hard to cast because I need three black to cast it and the Phoenix needs to have burn spells to reach full potential

Burn spells would be great in here. Lightning Strike , Magma Jet are 1 red and 1 colorless. Even Searing Blood would work nicely. Skullcrack in the sideboard, maybe.

I like the burn in here it combos nicely with Chandra's Phoenix or can be removal if I need it do you think Shock should be in here as we'll

It seems like a full four copies of Rakdos could be somewhat awkward, as you will need to either have an attacking creature from the turn before he comes out or you will need enough mana to burn your opponent, meaning you will need 6 mana minimum. Also Rakdos is legendary, meaning you might get copies stuck in hand.

I love seeing a deck with Rakdos in it. Would love to hear how this does at FNM.
Since you're a beatdown deck, I feel like you don't want to be giving your opponent life in the form of devour flesh. It's more expensive, but far//away would be more in line with your deck style. Maybe have devour flesh in the sb in case you really need it for blood baron or hexproof decks?
You have no draw cards. I would imagine you want something to keep the beatdown going unless you're not running into too many problems? Maybe add something like blood scrivener?
Dictate of the twin gods could be an awesome card for your sideboard.

Also 20 lands is almost certainly too few if you're trying to consistently get to 4 mana. You probably want 23-24, even with scrylands available.

I'm not a fan of Shock , but it is a cheap way to bring the phoenix back.Here is my R/B deck burntBlack, if you're interested.

Yes I agree 4 copies of rakdos is a bit much but at the time I had no clue what to put in in at the time over him so now I definitely will take out a couple of copies but casting him should not be a problem I'll just swing untill something gets through than cast him on the second main phase I also think I could move devour flesh to the side I think this deck needs some cheaper mana cost creatures or some discard

Planeswalked, good call on being stuck with extra legendary Rakdos's Return . Certainly think that beefing up the land total to 24 will help to not get mana screwed. Blood Crypt is a flavorful shockland. Heck, you could even splash Temple of Silence and run 4x Boros Charm . Love that card.
If Master of the Feast is in the mb, there should be something in place to punish your opponents for the total cards in their hands. Maybe something like Toil / Trouble ?

Rakdos, Lord of Riots is a great card but is also Legendary so you can only have one out at a time, and you don't really need his ability that makes creatures cheaper since your's don't cost much colorless mana to start with. Maybe instead put in some 1-2 mana creatures/burn spells while you wait for 3-4 mana for your big guns.
Spike Jester Rakdos Cackler are good turn 1 and 2 creatures. You mentioned Shock for turn 1 burn. Or Blightning like Rakdos's Return does damage and slows your opponent down with discard ,helping Desecration Demon attack and Master of the Feast not let them get too many cards.
Dragonskull Summit makes a good, cheaper alternative to Blood Crypt

Agree with MisterHyde, Rakdos Cackler and Spike Jester are excellent. See also Thrill-Kill Assassin. If you want armed and dangerous and madcap skills you definitely want more creatures (probably 26+ creatures).

Those were just ideas not confirmed cards that I want in thrill kill assassin could definitly fit in here it will act as a game staller the opponent won't attack unless they want to lose there creature or it will get hit with removal and believe it or not that's a good thing because now there is less to worry about when I get to drop a huge bomb later

Your deck is really shaping up. Be wary of going over 60 cards in main and 15 on the side.Test it out, but I think you'll find you need more land. Nothing worse than losing because you have a fistful of nasties and no mana for them.

Just play tested it and all I can say is dam that's crazy yea the mana was a bit of a prob but I can fix that but holy crap can rackdos clean house just slam slam slam with huge cards in the air and now let me murder all your blockers with burn and removal sounds like fun but now it's time to cut corners
