These decks are everywhere, but I have no shame. Mono-Blue is and has been my favorite for a long time. So here's my current Mono-Blue deck-list.

I absolutely love Shorecrasher Elemental . Sure, it's a great card, but what I really love it for is how it has completely revitalized Master of Waves , and thusly completely revitalized Mono-Blue in the Standard format.

I used to run kind of a gimmick heroic/devotion deck with Mindreaver and Artisan of Forms paired with many card-draw auras to complement Master of Waves before Shorebuddy came out. Honestly, it worked very well against the tabletop decks most of my buddies played, but usually around .500 against real competition at FNM.

With all the new cards available to us, now that the latest block is complete, it is time to reinvigorate the old Wavemaster. Now, I obviously don't have 4 Shorebuddies yet in my possession (I didn't draw one nor find one for trade at the prerelease event I attended), so I don't have any solid testing with this deck yet. Still, I can't wait to acquire them and start testing with the true product on a real table instead of lame pc testing.

The Living Waves

-- Master of Waves -- The Wavemaster... The guy that this entire deck revolves around. He produces Waves and also makes all of your Waves bigger. His pro-red is BIG. Master of Waves has rested for a while, and is now back with a vengeance.

-- Frost Walker -- A fragile, but dangerous Wave... An elemental that is a serious early game threat that synergizes well with all your global buffs. This card often forces an enemy to waste a removal spell, that really should be saved for something else.

--Hypnotic Siren-- Not a Wave... But she flies above them and is a solid U drop. The Bestow ability is not to be underestimated either. Nykthos, Shrine to Nyx makes it easily attainable.

-- Shorecrasher Elemental -- Shorebuddy... is the Wave to end all Waves. His blink ability isn't fullproof, but he's still very hard to kill. He is a win condition on his own, and his UUU will return Master of Waves to his rightful throne. The safety of this big Wave is vital. Ensure you always have enough mana to keep him properly protected.

-- Stratus Dancer -- Not a Wave... This 2/1 (most likely larger) flyer does dance above them, though. The Megamorph of this card is mana efficient and helps with control to boot.

--Thassa, God of the Sea-- God of Waves and Wavemakers... Oh, yeah. She's definitely invited to the party. A powerful legendary that can easily win the game for you in conjunction with other cards. The scry helps keep the deck in rhythm as well.

-- Vortex Elemental -- A devilish little Wave... A solid and highly underestimated little elemental that can really hinder some decks. When his 0 power grows due to global buffs, he also becomes a solid attacker that the oppenent is reluctant to block. It's important to remember that he can be useful for triggering Military Intelligence early game, even when his power is 0.

Wave Augmentation

--Aqueous Form-- Unstoppable Waves... You won't find a better aura for just U. Unblockable plus reliable scry can be a game-winner with a Shorebuddy.

--Bident of Thassa-- Multiplying Waves... The 2UU helps with devotion, and the massive card draw synergizes with the mana ramp of Nyx, which synergizes with the devotion.

-- Cloudform -- Elusive Waves... A fun spell that works well with Shorecrasher Elemental , Stratus Dancer , and especially Frost Walker . It can unfortunately take some of the punch out of a Master of Waves if that is the said Manifested card. Thankfully, the scry in this deck can often remedy such an issue.

--Fated Infatuation-- Mimic Waves... To be honest, 4 Master of Waves is just not enough for this deck. In comes another overlooked spell to remedy that. The scry is very nice, and even an extra Shorebuddy is a good thing if the Master isn't available for copying.

-- Hall of Triumph -- A legendary artifact that makes all Waves and Wave-lovers stronger. It's just too bad that it's legendary.

--Military Intelligence-- Good, offensive card for making more Waves. The draw and the U towards devotion is nice.

--Obelisk of Urd-- Because Hall of Triumph is legendary... Well, kind of... This card does have a few advantages over the Hall in this deck, but it's really just too bad that it can only buff Waves and not the Wave-lovers as well.

-- Thassa's Rebuff -- Control the flow... Counter any spell based on your U devotion? Sounds like the right choice for a counterspell.

--Nykthos, Shrine to Nyx-- Not a Wave, nor a form of Wave Augmention... This land certainly deserves a mention, though. The mana ramp that this card brings to this deck can be the what is needed to tip the scale towards victory in many match-ups.
