Manabase made. Now I just want to see how this deck works so I can make a deck for such a strategy... Does anyone want to explain how she works?

Alright, all Anime Puns aside (I would refer to Saitama, but no one cares about finding a weakness for satire characters...), well, that sucks. Why was Kess, Dissident Mage Tier 1, & Jeleva, Nephalia's Scourge Tier 2 (Last time I checked.)? I mean, playing such awesome stuff for free actually seems good; plus, I'd have an excuse to run Temporal Cascade; the only Timetwister card here not requiring an Exile. Oh, & Cast Through Time. I don't want to be blunt, but I have a question; should I keep Kess, or Jeleva as my commander here? Jeleva can play all such Hax for nothing. Kess? Well, she seems Cheapo material to me. Should I make the descion myself?

Cast Intuition, have Kess on field, fetch Laboratory Maniac, Reanimate, and Demonic Consultation, no matter what they pick, you win.
Tier 1, It's called Kess Consultation, and it is insane.

Not that I want to rip on that, but I wonder why Jeleva is Tier 2 in the first place (It was initially Tier 1, alongside Kess, but it was for some garbage reason regarding her less than 1 CMC as a whole... :/)
Sorry to say; I'm going back to Jeleva; but in my own vision; Maybe this wasn't meant to be cEDH competitive... At least how I plan it...

Very simple reason, the meta has shifted, and Jeleva storm decks are better as Kess. Kess doesn't need to stick on the table for a whole turn to have value, It doesn't have a 'chance' to hit something good. Kess allows you to double the value on every tutor you have, turning a Demonic Tutor into a 2-card combo that instantly wins, with Laboratory Maniac and Demonic Consultation.
Jeleva was much better when Leovold was around, because it allowed a dekc that might have card draw, or additional card draw turned off, and gave it serious ammunition, yet has less inherit value without it.
Kess storm is also similarly powerful to Jeleva Storm, and Kess Turns is only a little worse, really Kess is almost a strictly better varient to Jeleva in the current metagame, when choosing what commander to helm your deck.
Twin, Consultation, Turns, Control, and Storm are under Kess's toolbox of type of deck, which means that opponents that see a Kess won't immediately know what deck they are playing against, are they going to go infinite with Kiki-Jiki, Mirror Breaker on turn two with Buried Alive for Pestermite, Kiki, and Phyrexian Delver + Reanimate, or are they going to get turns, Lab Man me out? I don't know.
That level of uncertainty, power, and generally better card advantage than Jeleva, Nephalia's Scourge leads me to understand that you might not have a serious grasp on what commander to pick. Jeleva is a fast storm deck, and Kess is that and everything else.
When it comes to big-stuff with an awful mana curve and no real way to tutor to top I don't think cEDH is the place at all for this deck.

Yeah. I wasn't thinking about using this for cEDH anyway. There is actual Thematic about this deck though. The forst hint is actually the fact that in some, individual ways, I am basically A Grixis individual w/ minor Splash.
Well, since this wasn't meant to be on a format of some interest; I might as well make some good use of it in "Semi-Compettitve" boards in this case. Plus, I wanted to follow a Philosophy for this commander anyway.
Oh well...

How about this, SynergyBuild? I was stated by someone to be Izzet Based, & is my prime emotion. If Jeleva can't do the idea of Instants/Sorceries right, what would my best bet for an Izzet Commander in this realm be? & no, The Locust God far from counts; it seems more draw based than whatnot...

Mizzix is the answer, Maybe Melek if you like big stuff. Jeleva Storm is still competitive, just not Tier 1. Big stuff isn't her thing.
Mizzix actually does run giant spells as its thing, and is a big-stuff storm deck, with giant 8 mana spells.

Well, Mizzix storm's usual payoff is Aetherflux Reservoir, with the commander used as a cost-reduction effect with spells like Treasure Cruise, Dig Through Time, and many other giant spells that keep digging cards, as well as High Tide, Rite of Flame, Desperate Ritual, Pyretic Ritual, and Seething Song as rituals to keep making mana.
Mizzix can reduce the cost of mana-neutral cards like Snap or Frantic Search to net mana, and with effects like Reality Spasm that make a ton of mana on a large Mizzix, you can get a ton of mana and all of the card draw like Firemind's Foresight to get a ton of card draw spells, as well as effects like Stroke of Genius, etc. afterwards the deck commonly drops an Aetherflux Reservoir, then goes infinite with Reiterate and Desperate Ritual/Seething Song/Pyretic Ritual/Reality Spasm to win the game.
The rest of the deck is based on using cantrips like Ponder, Brainstorm, Preordain, Impulse, etc. as well as cards like Mind Stone, Izzet Signet, and other fast mana rocks, to make enough mana to win all in one turn, generally turn 4 after you drop Mizzix turn 3 off of a Fellwar Stone, etc. It is blisteringly fun and fast.

I suppose I'll have to give up my Enter the Infinite, Expropriate, Temporal Cascade, & even my Time Warp-esquire cards, huh... Athough... I wonder what with GRN's release I can do for such kickass stuff in their stead? Or could, in theory, put aforementioned stuff in mana identity in Mizzix, & still be "Decent"? Otherwise; I do still have a use w/ Expropriate...

@SynergyBuild: With the Manabase set (Still have to find some good, fast rocks...), I actually want a list of Cantrips in mind. Also, I'd like to know if I can keep some of my big spells in case I can win in Turn Ichi (One. & Justice for all.). If so, what would you recommend? I'll proceed to find some , , & mana sources...

Some big spells can be kept as semi-finishers in the list. I have found good success with them occasionally, Expropriate has been sweet!

Yeah... I was also referring to stuff like Enter the Infinite. But still, at least one big spell can be kept. But I still have to find some cuts; & a list of instants/sorceries that can produce , , or the like. I'm also trying to find a list of Cantrips made thus far in Magic History... Can't seem to find any... X/

High Tide, Rite of Flame, Desperate Ritual, Snap, Frantic Search, Pyretic Ritual, Gitaxian Probe, and Seething Song are all of the blue/red instants/sorceries that are mana-neutral or generate mana that I know of.
Brainstorm, Sleight of Hand, Ponder, Preordain, Opt, Serum Visions, Impulse, Anticipate, and Telling Time are the cantrips I remember on hand, but cards like Careful Study, Faithless Looting, Tormenting Voice, Chart a Course, and Cathartic Reunion are some other good choices.

@SynergyBuild: All implemented. Although, I just wonder what big costs would be safe to use in this deck. Expropriate is a given. Enter the Infinite isn't, but what other high mana drops are good here as well? I'm wondering about this before bloodily shaving the fat w/ a Buzzsaw at max rpm. :p

Really, unless you can win instantly after casting Enter the Infinite (Lotus Petal into Rite of Flame into Desperate Ritual into Seething Song into Mana Crypt into Mana Vault into Sol Ring into Zealous Conscripts+Kiki-Jiki, Mirror Breaker, etc.) don't run it.
Leyline of Anticipation, Metallurgic Summonings, Omniscience, Stolen Strategy, Sunbird's Invocation, Swarm Intelligence, Mirari, Sentinel Tower, Swiftfoot Boots, Vedalken Orrery, Arcane Melee, Enhanced Surveillance, Jace's Sanctum, The Mirari Conjecture, Traumatize, Rise from the Tides, Crystal Shard, Expedition Map, Erratic Portal, Mana Cylix, Beacon Bolt, Stolen Identity, Laboratory Maniac, Melek, Izzet Paragon, Nivix Guildmage, Galvanoth, Echo Mage, Archaeomancer, Battle Hymn, and Fury Storm need to go, they don't do nearly enough.
Up next on the chopping board are every extra turn spell and every 'copy' effect, whether copying a creature/permanent or spell. It needs to go. Past in Flames is about all like that that is necessary. I feel Inner Fire is particularly bad... there are more cards to consider dropping think Jace's Sanctum, the Electromancer and Baral, but for now, their okay.

After adding Past in Flames, I'm still 1-3 cards shy. Maybe this is a good time for some finishers for Mizzix? Also, why did you want me to keep Thousand-Year Storm? How good is it really? Same for the walkers?

Thousand-Year is a finisher outside of Aetherflux, so I think it is okayish, Ral I don't know too mucha bout how it will play out, but Dack is sweet!
IsoRev could work as another finisher, Lotus Petal, Mana Crypt, Grim Monolith, etc. work too.

Implemented. 4 cards over. Talking like Yao from Ludesia: Spidering with Scrapping/Humiliated. As for Ral, Izzet Viceroy, His +1 is kinda like a Cantrip where in this case, it's more like Looting (1 in hand/1 in grave.). -3 is a literal punishment for a target creature equal to the # of instants/sorceries in your grave & in exile. A definite bonus if your grave isn't enough to oneshot. Finally, his -8 practically promotes Storm. You get an Emblem where just casting an instant/sorcery (Even casting copies. ;D) deals 4 to any target, & you draw 2. Lots of card advantage indeed. Although, you might be right about some things: it might be too risky, so Deckouts might be a huge problem. Well, at least you know how the new Ral works now. Kinda makes me wonder what happened w/ Dack before that fated battle w/ Ashiok that never happened. Was Dack Headding to the Starfield of Nyx? Anyways, 4 to cut. I wonder...

Actually, I want to make a Melek, Izzet Paragon deck now. Unless one can use the following card properly in a Commander Game: Experimental Frenzy. If it's not useful w/ Melek, I'll just discard the idea; & focus on Melek Storm...
