2. Divine Intervention is the sole permitted win-con, but all other players must still be alive in order to employ it.
3. Inclusions in the deck must be fitting from a flavor standpoint of redistribution of wealth/evening out of resources.
4. Harsh punishment only for trespassing the greater good, but prefer taxing/limitation over destruction.
5. If there is destruction, some sort of compensation must be given (e.g. Strip Mine is illegal, but Ghost Quarter is permitted).
