Basically if you get Omniscience your gonna win unless they have removal. In which case it should be considered that you save this card for Enter the Infinite, which will also combo with Dream Halls. If Enter the Infinite is played while you control Niv-Mizzet, the Firemind or Psychosis Crawler then you win. If that doesn't happen the Omniscience and Enter the Infinite combo produces a win by Master the Way. A backup Laboratory Maniac and Elixir of Immortality keeps away the worry of milling your self.

Plenty of counters, heavy draw, some sick creatures and a whole lot of diabolically blue intent makes for the funnest commander iv'e ever played. PLAYABLE AS ARCHENEMY FORMAT WITH SCHEMES.
