I was looking for tutor for my colorless deck. This one was missing.
I'm already playing the best ones... But that's part of the challenge, when you don't play any color.

i could argue Long-Term Plans is an acceptable tutor in blue. if searches for any card, you don't have to reveal it, and it's instant speed. the only catch is it's 3rd from teh top, but pretty much any of the basic blue cantrips like preordain, ponder, and brainstrom can get it.

coupon, good catch! The reason I did that is because "onto battlefield" is specifically for cards that cheat the mana cost, so because Wargate is essentially a 3 drop card that lets you tutor for any permanent, except you have to cast it immediately, it's more akin to an "into hand" tutor than an "onto battlefield" tutor. Does that clear it up?
jmessy17, the final point under "What this doesn't include" says "Cards that put their card on top of the deck, unless they are instants" because that means that you have to wait a whole turn cycle before you can cast the tutored card in most circumstances. In a lot of ways, there are just too many better options, would you agree?

Jarad's Orders is missing card that is potentially within your parameters. It is essentially a two creature tutor if you have graveyard recursion. You can also use it to bury things like Wonder.

Guth, hmm that makes me thing. Should I add cards that tutor to the graveyard? Those aren't really tutor effects, are they?

MagicalHacker i'd say the important thing with Jarad's Orders is that it tutors a creature to your hand (as well as the graveyard). In that sense it very much qualifies as a tutor card. The new Mythos of Brokkos is another tutor / graveyard recursion hybrid card that has similar use. I think both should warrant a mention here since they are useful as tutors in decks that want both tutor and bury/recursion effects.

Guth, Mythos of Brokkos is definitely too much mana for just an Entomb effect, but I think I should add a category of cards that tutor to the graveyard! Thanks :)

arcane_trouper, Bellower was on a previous edition of the list, but it fails by the fourth point under "what this doesn't include" in the description.
Additionally, the first point under "what this includes" addresses why Green Sun's Zenith and cards like it are classified as "To Hand" even though they do put a card onto the battlefield.

Not sure I understand the minutiae of that point. Zur the Enchanter can only grab enchantments that cost 3 or less. Given that your commander may only be mono-green (and likely heavily reliant on creatures), seems like Woodland Bellower could easily have as many targets as Zur.

arcane_trouper, Zur the Enchanter is a 4-drop that can put any one of 1644 cards onto the battlefield for free each turn, while Woodland Bellower is essentially a 3-drop that makes you hard cast the card you get out of the 1099 options. The comparison is very different.
However, when comparing it to other cards on the list, like Merchant Scroll which can only get one of 716 cards, I realize that maybe it doesn't matter how many restrictions there are on a card. (Although my gut instinct is to not play Merchant Scroll either!)

Yeah, I think the important thing to realize is that it doesn't matter that much if there are 100 or 1000 legal tutor targets. Ultimately, a deck will contain less than a 100 targets. If you have even decent variety and/or important targets that you wish you could play multiples of, a tutor is worth considering.
