There are far far better options for budget EDH decks that you want to slowly improve over time. You won't find many playgroups that appreciate playing against this kind of deck (at least not too many times), so I'd recommend something with more potential to build up and control the powerlevel as you want. The commanders from the preconstructed sets are awesome examples for that.
If you want to stick to this deck, and keep the "win at any cost (including opponents fun)" theme, then I have many recommendations.
The first cards I'd add if I could would be Contamination for complete board lockdown, Sol Ring for insane ramp, and Grave Pact as it essentially stops your opponents from ever fielding a creature. Dictate of Erebos as Grave Pact number two.
Damnation , Toxic Deluge are excellent boardwipes. You also have Nevinyrral's Disk and Oblivion Stone as options.For more awesome ramp you have Thran Dynamo , Mana Vault , Grim Monolith , Gilded Lotus .
Instead of the current shitty draw in this deck, you have cards like Phyrexian Arena and Necropotence you can add to your deck (Yes, it IS legal in EDH! Insane isn't it.)
Black is also the color of tutors, which opens you up to Demonic Tutor and Vampiric Tutor .
There are many awesome lands you can run in black, the most important would be Cabal Coffers and Volrath's Stronghold , but there are also tons of colorless ones like Maze of Ith , Dust Bowl , Strip Mine , Phyrexian Tower and many more.
Other Value artifacts that people often run in all kinds of decks like Lightning Greaves , Sensei's Divining Top , Solemn Simulacrum etc can also be added. Pithing Needle to stop some decks from going off, Torpor Orb to completely shit on flicker / ETB decks, as well as a TON of other value creatures not in black (black doesn't have that many things that trigger on ETB).
Cards like Reanimate for cheap recursion, Ulamog, the Infinite Gyre or Kozilek, Butcher of Truth as mill protection. Tons of upgrades!

Why of course it is possible for 1v1 EDH! It would look completely different though.
I'd go with a more aggro oriented deck, it will probably be a bit hit-or-miss for this reason.
If I were to make an extreme budget 1v1 deck I would probably go for Skullbriar, the Walking Grave .It's quick and retains some of its tempo against removal (Folds to tucks though). It can be backed up by a large amount of cheap pump, hand disruption and removal, as well as a few tutors.
Add things like Rancor , Invigorate (Commander damage is all that matters), Curse of Predation , Ordeal of Erebos , Ordeal of Nylea , Blessings of Nature , cheap evasive equipment and power boosts, like Strata Scythe and Trailblazer's Boots . And thats just things I came up with on the spot, no research done! It's also entirely possible you could make another, better 1v1 budget deck too.

Ah yeah, another extremely good budget 1v1 option is Talrand, Sky Summoner .
Just run a crapload of budget counterspells, answers and win with your 2/2 (or larger) flying army.

I can finally dip my toes into EDH, thank you so so much! Awesome build. What are some higher cost "upgrades" for some of the cards in here? I'm not really on that small of a budget and can afford to replace them if possible. Only ones I can think of are Thoughtseize and Hero's Downfall . Are there any planeswalkers that you would add if it weren't for the budget? Obviously lily of the vale is out of my price range, but are there any others I could add?
