Using tcg and optimizing your cart puts the issue of having to pay for shipping. In an ideal world every card would be available from 1 seller at free shipping. Also as the buyer it wouldn't matter the condition of the cards. Damaged cards can still be used and that would keep the cost even lower. Even at a full price with Mikaeus being $15 this deck is well under the $40 of a precon. And without any tinkering, hands down a better deck.

Yeah, no argument there. Like I said, it doesn't bother me and it shouldn't bother anyone else. The cards are on the way, and I paid $60 (not counting mikaeus) for the hybrid of the two decks. Just a tip, instead of buying one card from each of like ten different sellers as TCG likes to try to make you do, use card kingdom for anything that isn't in the main shipment. The base costs of CK are higher, but you'll save on shipping.

OBDog11 & DasTree: Yeah, unfortunately time has caught up to this deck and made Mikaeus so expensive that it isn't really possible to get for only $20 anymore, but I have had this deck name for so long now that the "$20 budget" theme has become a whole thing on its own, so I don't want to change it.
It should still be the cheapest deck you can find at this power, and once they reprint Mikaeus (Maybe in MM17, the next EDH set, a duel deck or something similar) the deck will go back down in price. Everything else is still really cheap!

I prefer the idea of a pimp proxy of Mikaeus myself, but there are a few people in my playgroup who are very against that idea. The funny thing is that this anti-proxy jerk introduced me to magic with me playing a deck I crafted from one fat pack and two hours of YouTube/reading the rules and him playing an ancient ass blue deck with every possible piece of power 9 that he took from his dad's old collection. I actually managed to beat him within a week (with proxies) and he is salty to this day. In fact, I proxied flash hulk once just to piss him off. Let's say he's lucky that they were paper proxies over basic lands and nothing valuable, because he "accidentally" spilled (threw) a coke across the table after getting swept 4-0 in a "single game" which he stretched into a best 4 out of 7.

What a neat deck! It's really useful, I'm gonna be using some of these for the <15$ Decks I'm currently putting together.
The Mana rocks are really nice.
Might I suggest Blessing of Leeches ? It's a really cheap, useful instant-speed save for most destroy effects, at the cost of 1 life a turn.

Very cool! I'm new to EDH (Haven't even played yet due to lack of deck), but I have Mikaeus due to an old sacrifice deck I had in standard during innistrad and such I BELIEVE. So, I may build this one- I like the look/how it works.

Do you feel like it is time to increase it from a $20 budget to a $30 budget Sleazebag? Would still be ultra budget, just not quite so super, duper ultra budget.
I have played this deck a while, and my LGS banned me from commander because this deck was so unfun. Good job.

Midn8: It's basically already turned into a $40 budget deck at the moment, due to Mikaeus' price increase. There's unfortunately not much I can do about that but hope they reprint Mikaeus sometime soon.
I'm keeping the name because it's become too iconic for the deck by now. I've added a clarification to the price description previously.

Anyways, CHECK THIS! It's not as good as Triskelion because it still requires a sac outlet, but you can cast this for ZERO mana! (It can kill itself to loop infinitely if you have a Blood Artist or similar in play though, doesn't always need a sac outlet, but then it costs 2 mana.)

Sleazebag Walking Ballista won't work. When you revive it with Mikaeus, it will have 1 +1/+1 counter and 1 toughness. If you ping an opponent it can't ping itself, and if it pings itself it can't ping an opponent.
You would need infinite mana to use it to kill someone.

If you are running Heartless Summoning it would be infinite, but that's a 2 card infinite combo. It is a good enabler when you pull out your infinite mana Ashnod's Altar combo too, but it's no Triskelion

chosenone124: Hence I said you need a sac outlet! So that you can sacrifice it after pinging someone for 1.
Alternatively, it can ping itself to kill itself infinitely with a Blood Artist or Zulaport Cutthroat in play.
Heartless Summoning would also work. Looks like a great card, but as you said, it's not a triskelion. But a triskelion at 0 mana would be ridiculous!

This deck is simply great. I could never get around to buying it though. That is, until the great and powerful Mikaeus, the Unhallowed was what I received in exchange for one of the two Verdurous Gearhulks I pulled in the SAME FAT PACK (sorry, "bundle") in between rounds at FNM. Anyway, I put all the cards into a TCGplayer cart... and without mikaeus the deck costs $21. I don't really care, and I'll probably end up making a hybrid of this and the non-budget version, but I just wanted to point that out. Is low price on TCG THAT much cheaper with mikaeus costing ~$15? Really though, nice deck. I'll let you know how it goes.
