Turn 1 - Land

Turn 2 - Land & Sylvan Caratyd

Turn 3 - Land & Axebane Guardian

Turn 4 - Land & Phenax or Xenagos or any Wall

Turn 5 - Land & Colossus of Akros

Turn 6 - If Phenax is out, now you can tap Colossus to mill 10. If Triton Tactics are in you can untap to tap for another 13 mill.

Turn 7 - Usually you will need to be around turn 7 or later to make the mill 20, though it could be done sooner if you have more walls out, etc. Phenax and Xenagos come out the turns before, and Colossus comes out this turn. Then go to combat phase and use Xenagos, God of Revels ability to turn the colossus into a 20/20. Now use the Phenax, God of Deception ability to tap and mill for 20, or 43 if you have Triton Tactics .

Turn 8 - Usually you will need to be around turn 8 or later to make the mill 40 without Triton Tactics . Essentially make Colossus of Akros monsterous for 20/20, then use Xenagos to make him a 40/40 (with trample) during combat phase. So either you can swing for mass damage, or to avoid pesky Celestial Flare , just simply tap to mill 40. And of course this is 83 if you have triton tactics.

Mistcutter Hydra can be place in for an ugly doubled up trample swinger on same turn using Xenagos' ability and is more ideal when facing blue control.

Updates Add

Took out 2 Urban Evolution to make +1 Phenax and +1 Xenagos. This deck mainly controls opponent using Cyclonic Rift/Simic Charm and freakishly large Colossus/Mistcutter and good Walls as the main focus is ramp and mill. Plus Mnemonic Wall is placed in here so that you dont worry about dropping the Cyclonic Rift/Simic Charm early since it can be returned to hand.

If you are confident in the ramping aspect and only want to mill, you can replace Xenagos with consuming abberation (thank you kind sirs for the suggestion!), and Colossus with either 4x Thoughtseize or 4x Triton Tactics for a 61 card deck. My preference would be only to replace Colossus with Abberation for better synergy, since Xenagos can still work some nasty magic with Abberation. From the comment of Zemikis you can also replace the Xenagos with Diabolic Tutor to ensure you draw the combo you need while Colossus gets replaced with Abberation.
