This could be competitive if it was in a STD format, but I think in modern it will be too slow. There are a few mill combos out there that can be fun. But, I still think that creating a competitive mill deck in the current modern format is really tough to pull off. That being said, there is more than one reason to mill. The idea that you had with the Jace's Phantasm shows that you had already thought about it. Milling to achieve something can be competitive but it would be a completely different deck.

Okay, the mill idea is what stayed. I do like the changes, for casual gaming. But a way more competitive deck would include the Altar of the Brood + Ornithopter , Midnight Guard + Retraction Helix with counter magic, search spells to get the combo fast, and bounce. Some rough ideas that I have had would put this combo out on turn 3. I am not sure if it could be done turn 2 in modern.

So did a modern tournament today the deck played very well, against an aggro elves deck i lost, against a grave puller was a 2-1 match, i won that one.

So at tonight's FNMRound one tron, 2-0The ghost quarter won me the game for this one.Round two grixis twin 0-21st match lost to the splinter twin and young pyromancerMill/exile B/U 1-2 Got mana flooded the first and third game, bad shuffling on my part.
This was a little upsetting over all to lose to another mill deck.

Sphinx's Tutelage Is a must with all of your draw power. Also with you going with more black, obviously Breaking and Glimpse the Unthinkable are going to speed up your mill quite a bit.

Try Oboro, Palace in the Clouds. If you ever find yourself stalling, you can bounce this every turn for Landfall triggers. I would take out Halimar Depths for this; Depths doesn't really do a whole lot for you because you can't scry away the cards if you don't want them.

Also, Deprive is helpful for countering threats to your game and hitting more landfall triggers. Remand can draw you into what you need, and delay their responses. I don't think you need main-deck graveyard hate, unless your local meta is really that heavy on grave interaction. I would remove Extirpate and Surgical Extraction for these counterspells. Even if the opponent casts something from the graveyard, you can still just counter it.

I would think about removing the Phantasms/Fog banks for more mill stuff. Maybe some top end Jace, the memory adept, or maybe some of the little jace from origins. Creatures arent where you want to be at all I dont think, but snapcasters and crabs help mills, so they coo.

This looks really good so far. Might want to consider using Polluted Delta (If you can afford it) over Evolving Wilds. That untapped land is crucial to keep the train rolling
Also, I personally would take Breaking over Tome Scour
And I agree with the second comment with replacing those with some counterspells.
This looks really good, though. Are you playing competitively?

Delver of secrets? Why? How does this get you closer to winning through milling? the phantasm at least could block well, but delver dies so easily, and doesnt do what you want it to. I'd cut the 4 delvers for four breaking, two fogbanks and the extirpates for four go for the throat/dismember, and then the last two fog banks for Jaces.

I agree with Stephen, you should get some removal. And I think you'd be better off with a more permanent stall than Remand. Counterspell is super useful for the same CMC (kinda), in that regard. I would probably go with Thought Scour over Tome Scour too. Unless you're really just wanting that flat 5 mill. Even then, though, with your entire set in your hand, you'll be milling 15, when you could be milling and drawing at the same time. PLUS it'll replace the card advantage Remand was giving you.

Also, with play testing, I'm having issues with drawing the right mana. Swamps in particular. I think I would -1 ghost quarter (You only have 3 Archive Traps), and -1 island for 2 swamps

I adjusted the mana ratio some, with taking 2 from island and gave it to swamp. and I just might switch the tome with thought. will do a few play test first thou. and your right about needing to get ride of vs just bounce back to hand.

also I like the surgical and Extirpate, I mil first and then target either strong ands or creatures, which in turn disrupt there chances of them getting anything strong or useful out on the board or in there hand. Ive won many games against tron and grixx twin decks to name a few.

that fog has saved my butt many times, the ghost quarter are there alone for tron and other decks that play all the non basic lands, setting them back land works in my favor.

Dispel is more of a sideboard card, and I don't think Jace's Phantasm is necessary in a mill deck. Archive Trap is fantastic with Ghost Quarter and playing against fetches. Play 4 of them. Also, if you're willing to play a second color and spend money on optimizing the mana base with Polluted Delta and Watery Grave, then Glimpse the Unthinkable and Mind Funeral are also good. If you really want it to be competitive, then Jace, Memory Adept can be safely removed because it just too slow and costs 5. Ashiok, Nightmare Weaver and Damnation are good. Damnation will be useful against aggro decks and creature heavy lists. Take out Shelldock Isle. Play 4 Visions of Beyond instead of two. Also play Extirpate and/or Surgical Extraction in the mainboard. That's all I can come up with for right now.
