I personally would swap the Mana Leak for Counterspell because Counterspell is a "hard counter."
I'd also replace Tome Scour with Mind Sculpt .
For blockers, I suggest Fog Bank .

Thou has good ideas. The Wizard is personally unsure what to do with counterspells. It seems strong in the spellbook, but whether or not it shall help is uncertain. Tome Scour will be stronger than Mind Sculpt as it shall allow to keep mana cost low and allow me to cast additional tomes. Speed and effeciency is key as with most formats. The Wizard will most likey play some sort of summon blocker in his side tomes for thy needs a good defence

Counterspell isn't modern legal though.
If you're not playing modern though, the strongest thing I've seen is the card:Painter's Servant/Grindstone combo for milling.

Also... in the side... Chronic Flooding to mess with thy foe's lands. Then, also in the side, is Psychic Spiral to get thy mill spells back.

Remand is nice too as far as counterspells go, I'd probably want to work a Thoughtseize variant (or two) in to make the most of it

No creatures to defend against the inevitable fliers you are bound to face? Everybody needs at least one flier. You should look into card:Jace's Phantasm.

Fog Bank is awesome, but with card:Jace's Phantasm, you can hit if milling isn't really a viable option anymore. Plus, it is only one drop, so mana cost is low.

. Especially since you have very pointless-looking Scalding Tarn
and Misty Rainforest

You should have another endgame. Sometimes you can't deck someone, if they have graveyard shuffling like Kozilek, Butcher of Truth
or even Elixir of Immortality
. For me, Lazav, Dimir Mastermind
and Consuming Aberration
hit the sweet spot.

Snapcaster Mage would be great to flashback Glimpse the Unthinkable and what not. Plus he's a great chump, albeit a salty card. Remand could be better than Mana Leak for the card draw alone. $40 for a playset has kept me from obtaining them thus far.
I don't know if I'm sold on your use of Inquisition of Kozilek
. I think you should up Surgical Extraction
to 4x of mainboard, or at least 3x. Even if you had mainboard removal like Go for the Throat
and what not... But it could be a rogue thing that works for you. If so, then don't fix it lol.
Jace, Memory Adept
and Nemesis of Reason
are good finishers, however you'd have to up your land count to support CMC.

Aye thine snap caster suggestion is good, the Wizard went in favor of Jace's Phantasm as an alternate way of destroying enemy casters. I have considered playing 4 extractions, but an still working with numbers. Remand would be a nice spell, but the Wizard has little coin for such spells at the time

Most of the creatures that allow for such effects just are not very efficient. Hedron Crab happens to be great at 1 CMC that can be constantly activated. Nemesis of Reason is one that I do like, but it's just too slow to effectively work, especially with a low mana curve

Hey Wizard of the Damned, I'm digging this! I'd like it if you could kindly take a look see at an Esper Mill brew, I Tap Your Deck. Looking to streamline it within budget.
For strong Aggro matchups, Crypt Incursion is AMAZING!!! I highly recommend at least a few slots in the sideboard for it.

That is where The Wizard would bring in thine set of side tomes to deal with all the threats thy opponent shall control. Additional calling of the Black Sun shall deal with most of the powerful summonings that most casters shall call forth and the Wizard shall be victorious
