You can substitute Teferi's Tutelage for Underworld Dreams but the problem is if the player has a bounce spell like Brazen Borrower, they'll ending up drawing half their deck and nothing happens at least if you target yourself with Peer into the Abyss, you can play a land then Folio of Fancies so you don't discard.
