I'm looking to get into Modern and want to bring something fresh to my local meta. At the moment I'm toying around with a mill strategy, and so far I've been impressed. Affordable yet seems competitive.

Here are some of the useful interactions: With 4 Archive Trap it is possible to win on turn 0, although that is unlikely to come up often.

Ipnu Rivulet gives the deck reach and mana sinks. It also makes Scavenger Grounds more potent as SB tech.

One of the biggest hosers to milling is the unfortunately widely played Leyline of Sanctity. Manic Scribe and Altar of the Brood cirucumvent it by not targeting.

I haven't met the match-up yet, but Ashiok, Nightmare Weaver is to combat Collected Company decks. Ashiok furthers the mill plan, has a high percentage of hits because of how those decks are constructed, and provides chump blockers. Undead Alchemist also helps gum up the ground, and provides additional mill if it gets going. Still uncertain if it's worth including, so it only gets one slot.

Most of the SB is directed at graveyard hate, but also includes Fatal Push to slow aggro decks and Grisly Spectacle for tron or decks with other big fatties (may get replaced if under-performs).

The decks is not aiming to control as it needs too many slots for mill cards, but Inquisition of Kozilek is worth including as it disrupts the opposing plan and buy a turn or two, all for one mana and one card.

The deck is green as spring grass and I'm sure there's a lot of improvement to be made, but I am hopeful this could be the quirky, affordable, reasonably competitive modern deck I've been looking for.
