I don't think mill deck is as strong, not that I thought it was very viable before, after rotation but I can think of a couple of suggestions.
You simply need more removal. Either through Ultimate Price, Ruinous Path, Ob Nixilis Reignited (which also doubles up as card draw), Languish, or whatever else you can think of, you need it. I just dont feel you have enough control, and while you want to mill your opponent to death, you also gotta make sure he doesn't eat your life first.
You can also run much better card advantage engines. I would remove the Altar's Reapand add in Anticipate and I would almost ditch Sign in Blood for Dig Through Time. I feel like any control deck with blue needs to run those, if you can't afford Digs (not sure what your budget is) definitely get some Anticipates, they are very common to come by and are cheap, smaller versions of Dig.
If you don't want Digs, I would still replace the Sign in Blood with Painful Truths it is 3 mana as opposed to 2, but it is also only one black instead of double black. Not only that but in a 3 color deck you can go from 1 up to 3 cards depending on how much life you want to exchange, much better than Sign In Blood in my opinion, and fairly cheap
I would also ditch the Spell Shrivel and get Scatter to the Winds instead. The exile part on Spell Shrivel is neat against cards like Deathmist Raptor, but at that point you should side board it. Same with Horribly Awry it is really a sideboard card unless your meta is almost all aggro decks, if not then going up against control decks will turn your Horribly Awry into a dead draw most of the times, and that feels bad.
Call the Scions also seems pretty weak in my opinion.

The_Riddlebox I had thought of cards like Dig Through Time and Anticipate but they will not trigger sphinx tutelage ability so would not beniefet me in that aspect. However your absolutely correct about the control part so I eliminated the green from the deck in an effort to get more control.

I also just realized that Sign In Blood is not standard legal, not sure why tappedout says it is since M15 is out of rotation.

When playing a control style deck you really need to hit your land drops.

Great point instead of adding the Treasure Cruise I just added two more lands play testing it does flow a lot better now.

Yeah lands are especially important for control decks. There is a reason why almost every control deck runs even upwards of 27 lands. A guy at my LGS, who is the other Esper player, said it best to me during one of our matches "I guess the first person to miss a land-drop loses huh?" he definitively hit the head on the nail on that one.

So tonight went good for the first run. 2-2 on the night all 4 matches went three games won the first game three times. Anticipate and Negate were underdog heros tonight. Side board saw a lot of sub in's. My biggest issue on the night was mana consistency. So changes will be made not major but tweak a little to flow more consistently.

A good deck for control, I can not deny that, but not many prople run anti control right now which is so much fun because we honestly do not need as many counter spells. Might I advise Fleshbag or Merciless Executioner? Both do the same but are so useful if you can keep your oponents board greatly limited to select few options.

Thank you for the input. Those are both great suggestions but they are both a different route than I want to take with deck. I can't tell you how many times the Counterspells have saved my ass lol. Again thank you and I checked out your deck I like it +1 on it :)

I have 2 issues. Talent of the Telepath relies on your opponent having instant or sorcery cards that you can use against him. I have found that it doesn't work too often. I would consider Sire of Stagnation as an alternative draw engine for Artificer's Epiphany. If you can keep it on the field, it works repeatedly. Everything else is fairly standard for a U/B control deck - the trick is keeping the correct balance between negation and destruction. My personal preference would be Ultimate Price for Talent of the Telepath, but other options are available. My first version of a similar deck included Ob Nixilis Reignited

Murphy77 even if talent of the telepath misses it still mills 7. Granted mill 7 for 4 is not great, but it's not completely dead when you whiff.

Talent of the Telepath has done very well for me I've done I think three FNM with this deck and more often than not I hit something id like to play and like Skillmatic3209 said it'll never be a complete dead card with still a mill 7 ability. As far as sire goes I had him in the original build but all the creatures got cut because I needed to run more control (plus the 6cmc kinda turns me off)being a mill deck you're at risk of being shut down more often unless you control everything your opponent does. Depending on the match most the time from first game to the second I sideboard most of my sideboard. Taking out my card draw engines (read, artificer's, and treasure) replacing them with more counter magic removal or hand control and let Sphinx and monastery do there job depending on the type of deck I'm facing. Thanks for the input however.

One copy of Dark Deal might help you combo out the game with one mana treasure cruise followed by the deal. This might be a budget but if it's not then it screams for some Jaces

Just sayin' here that the Devoid thing in Standard kind of ruins anything in the format based around Sphinx's Tutelage.
