This is from an article I wrote in April 2017, although I started thinking about the key concept in Scars of Mirrodin block. I argue that we need a new category of cards: permanents that complicate your opponents' decision-making process. I am certain that 'mind-altering substances' is not the best label for this class of cards, but I'm pretty sure that judicious use of them can give you a significant advantage over your increasingly frustrated and confused opponents.
