I would run Reforge the Soul instead of a more expensive wheel. Phyresis puts the game on a quick clock if you can follow it up with a wheel. I would add some counterspells. There are a lot of powerful counters in-color; Silumgar's Command is versatile, as is Cryptic Command (though the triple blue might be a challenge). Undermine is solid and Arcane Denial is in-theme. I would also run Exquisite Blood instead of Sanguine Bond. It can gain you a ton of life and provide quite the buffer, especially when you're damaging everyone else every turn. You don't have a lot of independent lifegain here so Sanguine Bond doesn't do much. Finally, Well of Ideas can be very powerful here.

I optimized my Nekusar list by creating custom categories. If I wasn't able to put a card into one of the custom categories I created, it wasn't a good fit for the deck. Ultimately, you want to focus around drawing and discarding, not overall stax. I would do this and see how many cards you cut. At a glance, I see between 5-10 I'd cut.

Things like Possibility Storm and Painful Quandary don't do anything to further your game plan. They annoy the hell out of your opponents, but lack any synergy with Nekusar and wheels. Mogis, Keranos, and Kazuul fall into this category as well. They're good cards, but don't do anything for you.

Mind Over Matter should definitely be in here. It allows you to chain together wheel effects (wheel and draw to 7, discard all but your wheel to untap lands and cast the next). Diplomatic Immunity also provides good protection for Nekusar. Lastly, if you want a quick (and cheap) win, add infect cards like Glistening Oil and Phyresis. I personally don't like playing with infect, so I refuse to run it.

@ducttapedeckbox thanks i will make some adjustments to day after work and purchase the cards you recommended. Seems like good fit for those cards and i scanned over your list and pulled a few ideas from it. thanks again!

Nekusar's often limited by how much mana you can produce. When I play my deck, I can draw most of my deck regularly. That means getting some accelerants is needed. You can drop a few lands to add more signets, talismans, or other cheap mana rocks. Speaking of lands, you have a few that are just downright terrible. Thinking Molten Slagheap, Shizo, Death's Storehouse, Inkmoth Nexus, Shinka, the Bloodsoaked Keep, etc.

Your average converted mana cost is quite high. Cards like Dragon Mage are terribly slow and cost far too much mana than you can regularly amass. What you want to do in Nekusar is create incredibly redundant draws that you can cast with ease. Then you just chain wheels together. Cards like Gratuitous Violence and Elder Mastery are incredibly win-more in Nekusar. You should be happy if you commander doesn't get hated off the board the moment he shows his face. If you actually get to untap with him on the board, you should look to do about 30+ damage that turn. Look to streamline the build as much as possible. Dark Ritual type effects are also quite strong in Nekusar. Finally, Nekusar draws a ton of hate. You'll need some kind of suite of countermagic to protect yourself. Hyper efficient counters like Dispel and Swan Song are definitely the way to go.
