Would Springleaf Drum be of use? It helps to tap Pili-Pala and makes dropping Pili-Pala turn 3 possible.

Thank you @Noa! I have considered Springleaf Drum . Would work great with this deck but I'm not sure what I can afford to replace at this point. Also, thank you @TitansFTW, check out my self mill deck To Hell and Back.

Also personally I would main board Gitaxian Probe over Drift of Phantasms . It's rare that you get an attacking agro deck that can't remove a basic creature in in modern, and like CurdBrosBrewingCo mentioned Transmute is slow in the format. Having it on your counter is fine, but have 6 instances is a bit much. Gitaxian Probe will also help you sift through your deck and see if your opponent has something you need to be wary of. Maybe also consider Vapor Snag or Unsummon (as you're not dealing damage for the win). Slows your opponent and l you can also bounce your own creatures in response to removal.

That's why I have Gitaxian Probe in my sideboard. I also have Boomerang to serve a duel purpose, creatures or lands. Drift of Phantasms and Fog Bank would be the cards to come out if I needed my sideboard. Thanks for the +1.

Noa, Drift of Phantasms stays, there is one major reason why, Staff of Domination ! I have my combo out but none of the key cards to get the win. I Drift of Phantasms for my Staff of Domination , draw until I pull my Mindshrieker , then continue to draw using Staff of Domination until I pull my Tormod's Crypt and Elixir of Immortality if need be. This way if my opponent has something along the lines of Emrakul, the Aeons Torn I won't be stopped dead in my tracks.

I see that your deck is changed a lot from the last time I gave it a look. I have to say that I preferred the last versions. After playing testing several times against various decks, I can give you a few advice if you are willing to hear me. First of all, in my opinion you have too few lands, expecially since it seems that now it's configured as a control deck. Too much times I had to mulligan before drawing at least two lands. Second, since your only way to find cards is by transmute, usually you are not be able to pull your combo off until the 4th turn (this can be lethal sometimes but it's not the point here); in such a late game, counterspells like Mana Leak are less effective and Spell Pierce completely useless. My advice is to replace at least Spell Pierce with something like Negate . Third, Fog Bank is a very annoying creature and Spellskite is for sure one of the best card ever printed, but the problem is that, with so much 2 cmc cards, you're putting yourself in front of the choice of playing those, Mindshrieker /Pili-Pala or to keep your lands untapped in case you need to counter something from your opponent.To overcome this problem, you could add Telepathy (it would fit well because you lack cards with cmc 1 to be played at first turn). As it is now, this deck seems to be too poorly focused on your winning condition. My advice is to try to add more control and, in that case, eventually remove also 1-2 copies of your transmute cards; otherwise, you could try to make the deck faster, adding some cards like Serum Visions or Remand . I know that you have already done it, but you could take a peek at Busse's deck Avaritia (iMill), or at my I'll Take Your Life as Alternative Win Con (expecially the maybe board part). There is plenty of mono-blue, pili-pala/grand architect combo based decks; try to search them all and find what you need to make this deck stronger. I hope this has been helpful, good luck :)!

Anti-Storm SB card - Counterflux is amazing. Flusterstorm let's you stay mono-U, but there's no real need to stay mono-U when fixing is as easy as it is in Modern, and adding some R to the mana base will allow more SB options. In reference to the discussion between you and Tata about Tormod's Crypt in the main. You might be right about Gaea's Blessing , but you're not going to see that in a mainboard. Also consider splitting between Crypts and Relic of Progenitus to minimize vulnerability to cards like Surgical Extraction .
