Yeah you have some nice interaction here. With what’s currently available in the format I don’t see a ton of room for improvement.

Nice list. Personally I would go black instead of Red. I would use Thoughtseize and Inquisition, as well as Peppersmoke. I would also run 4 Brazen Borrower's, and I would also find room for Scion of Oona. You don't lose a lot by getting rid of the red, because Bolt would be Push, and Hurkyl's Recall is just a better card than Vandalblast or Shatterstorm/Shattering Spree in Modern right. Hurkyl's Recall bounces the artifact lands in Affinity and UW Stoneblade decks, where the other options don't affect them because they're indestructible. Scion of Oona also makes your Mutavault's that much better. I'd also run 2, maybe 3 Cavern of Souls. Bitterblossom isn't as great as it once was, but I think with Scion it could be really good in certain matchups, and you could always run Crypt Incursion with Bitterblossom if you're worried about the loss of life. V-Clique might be better as a 1 or 2 of, as Brazen Borrower is just a better card in general right now, and with Urza Saga tokens or Rhino tokens, Petty Theft becomes a kill-spell instead of a tempo play. Just some stuff to think about.

I had a budget mono blue faerie deck and I wanted to make it more competitive. I considered black as it is the second go to color for faeries but I preferred choosing red two main reasons. I'm not a huge fan of discard spell and investing in Bitterblossom it's not worth it because it's too slow for the format. On the other hand I like to play a lot of interaction, burn spells, and I'd love to bridge into a blue moon type of deck. Hence the red.
I had 2x Scion of Oona in here but they felt kinda bad pretty much all the time. 3 mana for a 1/1 creature is kinda a big deal and I found myself always doing something else instead of casting it. I agree about Brazen Borrower I think I can run one more instead of one Mistbind Clique, I'd like to keep 3x Vendilion Clique for now because they have been performing well so far.
Regarding the mana base Cavern of Souls is a terrific card but as I said before I'd like to include Blood Moon some they and they really don't get along well!

I respect your opinions, but don't understand why you say you don't like discard spells, but then say you like V-Clique and it's been performing great. Also, if you run 4 Scion of Oona's, you play 1 on your opponents turn and then play 1 on your turn and every faerie gets +2/+2 and both of your Scion's have Shroud. Splashing liege's don't usually work but Scion is basically the equivalent of Drogskol Captain for faeries. Shroud and hexproof in modern is very strong.
Also if you aren't going to play Cavern because you run Blood Moon, then you might as well get rid of all of your utility lands.
Like I said, I respect your opinion, and bolt/expressive are strong red cards, but some of your reasonings don't make a lick of sense. Not to mention since the printing of the new Bojeisu land in Neon Dynasty, Blood Moon ain't the greatest.
Your deck, your decisions, but coming from a former Faerie player, Scion is by far the strongest modern-legal faerie, and a card that you never don't want to draw. Flash on turn 3 on opponents turn, then flash on combat during your turn after calculated blocks is a backbreaker, as well as makes all of your things untouchable. If your opponent taps out on their turn 3, and you have 2 Scions in your hand, they basically lose, and assuming you didn't miss a land drop you can still play a discard spell or hold up Push.
You're a tempo deck that still uses creatures to win. It's not aggro, it's not combo and it's not burn. Using expressive or fire/ice to tap a land might be strong, but doesn't get you any closer to your objective, which is cheap disruption, having mild disruption in your creatures, and flying over the top. 1 V-Clique, 4 Brazen's and 4 Spellstutter's is enough disruption in your creatures, and the best disruption faerie's have to offer. Your curve is too high to execute your win-con, and with 22 lands I don't see how you'd be playing creatures and holding up counterspell in the same turn. I'd rather play 2 Scions and have all of their spot removal dead cards in their hand.

What I really like about the V Clique is that it can be a discard spell but also it can cycle my card or chump block an attacking creature at the same time.

I think you can probably get away with running just 23 lands
