Perplex and Tasigur's Cruelty should be in there for sure. A turn 3 Perplex with Shrieking Affliction in place is pretty much a hard counter, and Tasigur's Cruelty gives you something to do with your graveyard, which you'll be filling up pretty fast. Another card you may want to include is Consult the Necrosages, even if only as a 1 or 2-of.
And I must say I don't like Echoing Truth in there. It hoses token decks pretty hard, sure, but when you bounce anything else with it, you're essentially filling up your opponent's hand, maybe even shielding them from Shrieking Affliction for a turn. You should replace it with more 2-mana counterspells (namely Countersquall), or even better, with some of those Duress in your sideboard. You need to play as much hand disruption as you can in 8-rack, and your mainboard currently has none.

I suggest Isochron Scepter for your instants, and it can also allow repeatable discard during the draw phase which could lock a player out. I would either side it in or out each game as players bring in or out artifact hate.

With so few creatures Smallpox might be really good. You also seem to be lacking on discard effects, so it would help there too.

Oh, and one more suggestion: If you're running 4x Raven's Crime then it pays to run about 24 land. Especially if you run 2+ Smallpox, which I think you should. You gotta be able to replace the lands you're sacing and discarding.

The problem I keep running into with Smallpox effects is that they make me discard too. While it does keep me in control of when I discard, I don't have a lot of ways to refill my hand, and most of the time I would rather keep a counterspell or targeted removal.

8-rack refers to The Rack and Shrieking Affliction, a total of 8 cards in the deck that deal 3 damage to your opponent on the upkeep if they have no cards in hand.
