23 lands sounds absolutely awful in this deck. I can play nearly anything with 2 mana, and I have a 64% chance of hitting my third Mountain on turn 3 to play Goblin Chieftain . Playing any more lands increases my chances of stalling the early turns by drawing too many lands.

That sounds fine if you're making Goblin tokens, but that's more EDH-worthy than competitive Modern :-)

And I agree that 20 lands here is probably the sweet spot with such an incredibly low mana curve. In fact, I'd be worried about emptying my hand by turn 3 then going into top-deck mode for the rest of the game. Maybe Dangerous Wager for such occasions?

Shared Animosity
is simply fantastic in a deck like this.
In my meta, I see a lot of Tron and Pod decks and I run goblins with the above, plus Goblin King
and 3 copies of Blood Moon
. Really wrecks the format in my meta.
I also prefer Shattering Spree over Smash to Smithereens . You can really put a hurting on Affinity or Robots with it.
