EDIT: i've finally put down a possible deck list!! Thanks everybody for the awesome tips, the deck still has a long road ahead before becoming competitive but thanks to you, that road is now shorter! Keep sending tips, i love your feedback and everyone will be taken into consideration!With that sayd, the deck is still quite slow, but with the control and a couple of nice comboes it can work. Still all the comboes revolve around The Locust God but it's playable ;).Now straight to the comboes:

COMBOES

The Locust God+Beck / Call easy one, whenever a creature enters the battlefield draw a card, whenever you draw a card put a token creature.To this we may add Impact Tremors if we are not shure we can kill the opponent with the tokens. Also with Cryptolith Rite we could cast a pretty powerfull Banefire if we add it to the deck. Finally, we can mill ourselves close to death untill we have 0 cards, to cast Laboratory Maniac triggering wincon with Drowned Rusalka .

The Locust God+Drowned Rusalka+Cryptolith Rite+Impact Tremors whenever a token enters the battlefield, we may tap it and use his mana to discard him and draw another card, creating a new token. Each one of them will deal 1 damage to the opponent.

EDIT: removed Mentor of the Meek to save the deck from splashing W.

Baral, Chief of Compliance+ any of our counterspells: This simple combo can draw you so many cards you can't even imagine, all while countering our opponent and digging for our winning comboes. If we add Young Pyromancer and Cryptolith Rite you can also bring yourself pretty ahead with mana.

OPTIONAL:NOT BUDGET/NOT LEGAL:The Locust God+Mana Echoes+Mentor of the Meek+Cryptolith Rite+Banefire generate the mana you need to end the opponent with Banefire. This combo is just impossible to play and also NOT BUDGET and NOT LEGAL in modern, but it seems really funny if you don't care about legality and want to play casual.

IMPORTANT: checking on MagicCardMarket for each card, it comes up that this whole deck costs about 100$ half of what comes from the lands of course, and i don't know if it is still to be considered "Budget". I'll experiment to try and remove shocklands that alone do 30% of the price. Stay tuned!
