Props to pacman97edition for the inspiration on this one (Blugro, competitive mono blue post bfz). Changed my version slightly to be a little more focused and less tapped out. You can easily build this deck for under $20, or less if you already have some of the janky rares it uses.

This deck is meant to get out creatures early that get us card draw, uses Mirror Mockery for ETB effects, and holds the opponent back with lots of counter spells and disruption.

Faerie Miscreant + Mirror Mockery = card draw every attack

Mirror Mockery + Whirler Rogue = Thopter Army with lots of unblockables

Evolving Wilds is in to just help thin the deck. Skyline Cascade is a good spell land to hold the enemy back a turn. Blighted Cataract obviously is a good spell land if you are flooding. Monastery Siege and Treasure Cruise to get more card draw and make use of our graveyard full of spells we won't be needing again. War Horn helps to make our small army in the air even bigger. Thopter Spy Network out of the board helps make that army widen and gains more card advantage. Silumgar sorceror is a nice little counterspell on a stick, as well as a face-down Stratus Dancer .

I have Clash of Wills in the sideboard in case you need to counter early enemy creatures. Hydrolash comes in against red, as would the Prism Ring s and Sidisi's Faithful s for blockers (take out the War Horn s and Salvage Drone s). Alhammarret's Archive is good in the midrange/control match ups to get more card advantage. Reality Shift makes for cheap removal if something lands on the board when you're tapped out or without a counterspell in hand.

This is a fun deck, and will catch quite a few people off guard. Just remember to play it slow after getting an early Miscreant + Mockery out and defend your board until you have the land to get a Rogue + counterspell mana out. Tapping out is not your friend!!
