Do you know what "tempo" means?
When I first started playing Pauper I thought I knew. It turns out very few people know what the word means, and most who claim to are only hurting themselves.
Tempo is using every resource available to you. Life, Lands, Cards in hand, Creatures. These are just resources you must figure out how to use to win the game. Tempo is holding that last daze instead of wasting it thinking it's a dead card. Tempo is offering a two for one trade to your opponent so tempting that he taps out and falls right into your trap. Most of all, Tempo is doing all of this while your creature hammers in turn after turn providing pressure and a means to end the game.
I cannot claim to have built this deck myself, type "mono blue pauper" into your search bar and you'll find more than a few variations of this deck. At the same time I can say that this deck is unique, maybe not in the cards you see in the deck list but because when I first said "I want to use delver" and started building this from scratch, It taught me how to play magic and it will always be "my" delver.
Old Favorites will never die, and this deck will always stay by my side as a reminder of learning to play correctly, using deck lists online to improve your own (maybe you didn't think of it, but there is a reason Frostburn Weird got to where he is), and all around being a better player.
