Here's the combo:

1. Have a Diligent Excavator on the battlefield.

2. Cast Release to the Wind targetting, for example, Diligent Excavator (It doesn't really matter).

3. Cast Naru Meha, Master Wizard, using it's ETB effect to copy release. The copy will target Naru Meha, Master Wizard.

4. Once Naru Meha, Master Wizard is exiled, flash it in again from exile before the original Release to the Wind resolves.

5. Repeat the process resulting into infinite casts of Naru Meha, Master Wizard.

Every time you cast Naru Meha, Master Wizard, Diligent Excavator will mill two cards, as it is an Historic Spell. This will allow you to mill their entire library.
