This is my attempt to bring the Mono-Blue Delver deck Andrea Mengucci played earlier this year to the post Modern Horizons 2 Legacy scene.

I decided to go all in on Dress Down, taking out Scroll of Fate and some Vision Charm considering how good it is against Urza's Saga decks and how beautifully it fits into this archetype. I added the Gut Shot as a meta call for the current popularity of Ragavan, Nimble Pilferer decks and others like elves, though this is certainly open to adjustment. I also changed the creature base because Murktide Regent is an utter powerhouse here, as in all delver decks.

I personally think a playset of Dress Down positions this deck relatively well in the meta-game, especially against the many Urza's Saga decks. However, if you feel this deck should be playing Urza's Saga instead, which can tutor for either of the combo-pieces, Scroll of Fate or Phyrexian Dreadnought, you'll want to swap the Dress Down for 2 Vision Charm and 2 Scroll of Fate, swap the Murktide Regent for True-Name Nemesis, then likely go up in land count. I would go down two wastelands, likely moving the others to the sideboard, down a fetch land and a spell to make room.
