I agree with m12fox but also want to add, Damnation and Wrath of God also. I like Necropotence a little more than Phyrexian Arena . Hymn to Tourach also for the discard spells. Land Tax , Balance (since this is casual and not any specific format) also.

Kill spells are not what I'm going for here, I want this to feel like it would if it were a blue control deck. Chancellor of the Dross I'm ok with cutting some of, but I need the Chancellor of the Annex for initial counters and hindering my opponent late-game. I've playtested the deck as it is and I have yet to need any additional card draw, other than late-game from Griselbrand when I have more mana than I know what to do with. Though I will drop the Withering Boon for Thoughtseize .

It doesn't generate tokens, but perhaps give Blind Obedience a try?
It's 2 cmc so you can get it out early. It delays your opponents relying on aggro, and as an added bonus, it has an extort trigger.

you could always drop in a few Lingering Souls to generate tokens too, and it doesnt seem necessary but if you wanted a couple Vault of the Archangel would make your creatures really deadly and helpful

eslaton7751, Monochromatic refers to being on one color scale, in this case black-white. It can mean one color, but keep in mind that there are shades and tints of a color.
of, pertaining to, or having tones of one color in addition to the ground hue

I think Mana Tithe and Lapse of Certainty are a bit weak...
You can control the game using spells like Murder . Doom Blade , Pacifism , etc etc better than spells like mana tithe that only cost them an extra mana and lapse only stops them casting it till their next draw!
Doomed Traveler is a nice card early game and when it dies you get a nice spirit to block with as well...

I'm not going for kill spells here, this is supposed to feel like a mono-blue control deck.
As for your comments on Lapse of Certainty , it's actually a great card. Not only does it counter the spell, but it puts them back a card draw. And in other settings, if you want to make sure they don't get it, just mill them.

I'm a huge fan of Orzhov, and this is rad. Really dig the theme. This sort of thing would make a cool EDH deck. Unfortunately there aren't that many BW counterspells haha.

Swords to Plowshares Path to Exile (whichever you prefer) Dismember Go for the Throat whichever you prefer. the frontline medic can be replaced with Phyrexian Arena . 2 of each chancellor can be swapped for Crypt Ghast . Duress /Inquisition of Kozilek /Thoughtseize are all staples (Duress being the cheapest) will ruin an opponents day.
