This is my attempt at creating a competitve mill deck for pauper!
This is a slow control deck that relies on powerful counterspells to slow our opponents and eventually use our namesake card
Persistent Petitioners
to mill our opponents for a victory!
The deck uses green to give us more interaction in our sideboard and for Spidersilk Armour to keep nasty fliers from killing us.

In this deck
Echoing Truth
is the most dangerous card to our strategy, and to combat this we need to ensure that we have massive amount of counterspells to get rid of it because if our enemies resolve this spell we are very likely to lose. So we add
Counterspell

Mana Leak
Daze

Foil

Dispel
.
Card advantage and preparing ourselves for our enemy is our greatest strength and we always want to try and find the right cards at the right time, so our deck will be built to manipulate our draws in order to find the exact cards we need. So we add
Preordain

Gush
and
Distant Melody
Spidersilk Armour is our ace card, making our creatures almost invulnerable from burn and attacking creatures including most notably:
Delver of Secrets

Spellstutter Sprite

Mulldrifter

Glint Hawk
.
And getting two of this enchantment out will even stop
Carapace Forger

However, when fighting decks without a large number of creatures we can easily replace this card for other spells.

Relic of Progenitus
is a very powerful card as it allows us to remove flashback cards from graveyards, and remove fuel for delve cards such as
Logic Knot
,
Circular Logic
, Hooting Mandrils and
Gurmag Angler
. We can use it versus:
Tortured Existence
, Knaw to the Bone,
Battle Screech
flashback,
Sacred Cat
,
Exhume
,
Stinkweed Imp
to name a few.
Moment's Peace
keeps your enemies from killing you and comes back more than once for extra value. Good versus any aggro strategy. We can use it versus: Izzet Blitz, Bogles, Red White Weenie, Affinity.
Dispel
is one of my favorite cards to sideboard, its counters many important spells and is relevant against almost every deck in the format. Good versus just about anything.
Annul
and
Nature's Claim
to get rid of pesky artifacts and enchantments. We can use it versus: Bogles, Acid Trip, Pestilience,
Tortured Existence
, Affinity, and Boros Artifacts. And
Annul
can also get rid of
Rancor
or
Reality Acid
notably.
Echoing Truth
can be used versus: Battlescreech tokens, and Elves most notably. But its also good versus Reanimator decks with large Eldrazi or
Gurmag Angler
.
Pulse of Murasa
helps us against burn decks mostly and it can help us get back creatures or lands we might desperatley need after they've been destroyed. This can be used versus: Acid Trip decks, and Burn decks most notably.
Maybeboard Card Info:
Spy Network
is a powerful tool that allows us to see our opponents valuable information and stack our deck for the future. Since the card is instant speed we can also do this as our opponent draws a new card before their main phase or at the end of their turn so we can draw the perfect cards for the scenario. Additionally if we don't like what card is on top of our opponents deck we can send it to the graveyard with
