Cool deck using one of my favorite cards, Biovisionary. Have you considered adding the new card, Faerie Artisans? It feels pretty thematically consistent.

Yeah Seems strange that a card named Island Sanctuary is white.
As far as suggestions go Mind's Dilation Rishkar's Expertise Trygon Predator Progenitor Mimic Kruphix, God of Horizons Insidious Will Capsize Rhystic Study Planar Bridge Alchemist's Refuge
All seem as though they may fit.

@GreenFuzzyNinja Since Research/Development includes R in its cost, you may not play it in your deck, as it is not within your commander's color identity. If you want to bring things back from exile, try Riftsweeper. Leyline of Anticipation is insane if you have Seedborn Muse out along with it. Frantic Search might also be a good replacement, as it draws at instant speed, and still allows you to cast more spells during a following turn for extra Rashmi value. You definitely have options, but you just can't keep Research/Development

@Snaptune I only Intend to use the research part of Research/Development. Riftsweeper dosen't work because I want to get cards from outside the game, not in exile. I will experiment with your recommendations.

@GreenFuzzyNinja Just like Archangel Avacyn Flip counts as a White-Red card and therefore can not be included in a mono-white deck, Research/Development counts as a Red-Blue-Green card, and can not be included in a Blue-Green commander deck, regardless of what half you intend on casting. It's like trying to run Maelstrom Wanderer in your deck, you're just not allowed. If you want to grab things from outside the game (that is not just limited to Eldrazis), your options are Cunning Wish, Living Wish, and Ring of Ma'ruf.

@Snaptune Archangel Avacyn Flip is different than Research/Development. Archangel Avacyn Flip is a double faced card, and Research/Development is a split card. A split card is when two cards can be played together, but do not have to be played together. Therefore, it is allowed (903.4c The back face of a double-faced card (see rule 711) is included when determining a cards color identity.)

@GreenFuzzyNinja It is not allowed by the very rule you just cited.
903.4. The Commander variant uses color identity to determine what cards can be in a deck with a certain commander. The color identity of a card is the color or colors of any mana symbols in that cards mana cost or rules text, plus any colors defined by its characteristic-defining abilities (see rule 604.3) or color indicator (see rule 204).
I really do not wish for this to turn into a debate, since you could google "Split cards and EDH" if you still truly don't believe me. These comments have really derailed the comments section of your deck, so I hope you'll delete them. I'll admit I've promoted this debate, so I will post a comment with feedback on your deck to make up for it (for what it's worth). I apologize for the bother!

As a fellow Rashmi player, you have a very solid deck. Your combo is strong, so I feel the only place for improvement would come from better support cards.
Guile-->Momir Vig, Simic Visionary: While Momir Vig and Rashmi are out, play a green creature spell, lets say of CMC 4. Rashmi and Momir will both trigger. Stack Rashmi's ability first, then Momir's so that Momir's will trigger first. Tutor for a creature of CMC less than the cast creature and put on top of your library. Now Rashmi triggers and you get to cast your creature off the top! Guile doesn't feel particularly strong in this build since you are only running six counter spells.
Vision Skeins-->Frantic Search: I'm not a fan of Visions unless your playing Nekusar or group hug. Since this deck is neither, Frantic allows you to draw at instant speed and then allows you to untap your lands so you can cast what you drew into!
Mana Leak-->Arcane Denial: Strictly better counter spell. Mana leak is situational and will rarely be relevant.
Mind's Desire-->Mystical Tutor: I'm not sure how well Desire has worked for you, but I don't like the random aspect of it (and if you are using it to storm your entire deck into play, then chances are you can win by other means by that point). Mystical Tutor has excellent synergy with Rashmi. Play a spell to trigger Rashmi, in response to Rashmi trigger you cast Mystical Tutor. Search for an instant or sorcery of CMC less than the spell cast to trigger Rashmi to instantly cast it off the top of your library when her trigger goes to resolve!
Train of Thought-->Anything: Literally anything. If you copy this spell twice, you will draw 3 cards for six mana at sorcery speed. Opportunity draws you 4 cards at instant speed at a more flexible cost. Divination draws 2 cards at sorcery speed for one less mana than Train. Comparative Analysis draws 2 cards at instant speed for the same amount of mana. Train of Thought is a BAD CARD and you should feel bad! Try Gush instead. You can cast it for free, and it triggers Rashmi with a CMC of 5, which is pretty awesome for a free cast (same for Force of Will). You could also try Mulldrifter for the same reason.
Research/Development-->Displace: Since you aren't allowed to play Research/Development, why not replace it with a redundancy piece? Adding Displace will serve the same purpose as using Ghostly Flicker; make infinite mana with E.Wit and Palinchron. Having both means that you are more likely to hit your combo piece when you need it.
I have other suggestions, but they are more personal preferences at this point (I wouldn't run Fog Bank for example, and I found Yavimaya Elder to be lack luster). Your deck looks seriously strong, and I wish you the best of luck keeping your friends that play against it!

@Snaptune Thank you for pointing that out. I will create a temur deck with Research/Development in it. Back to work again. Still, I can create a combo with a card like Ring of Ma'ruf. Let's see, Ring of Ma'ruf + Palinchron + Deadeye Navigator + Blue Sun's Zenith + Omniscience. Thank you again, and I will try to incorporate your suggestions.

I like the deck overall it seems very fun. The only thing I would suggest is potentially a few more copy cards and definitely Rite of Replication.
