the reason there are so many 1s and 2s is because these are just the cards I have thank you for all your suggestions I like most of them quite a bit and thank you for the +1 :)

I figured as much, and while I'm sure you know for the most part what cards to be getting, the most important are your one drops which are Legion Loyalist and Goblin Guide , along with any other good one drops you want to throw in, there are plenty.
And since this is a legacy deck, and if you are made of money, Goblin Lackey .

Okay, this is kind of all over the place, and it has been a while since I have done magic (I used to give people like 5 paragraph essay critiques on their decks, but it's been a while so I'll see what I can do).
First of all, your enchants. They blow. Fervor ? That's what you have Goblin Warchief for. Also, to double make sure you always have haste on your creatures, run Goblin Chieftain as well. They both give goblins haste, and both of their second effects are second to none. +1/+1 on a horde of 1/1s effectively DOUBLES your power. Basically drop the enchantments and replace them with relevant goblins.
Now, I just mentioned RELEVANT goblins because a lot of the gobbies in your deck unfortunately are not relevant. Goblin Battle Jester is a joke. And not because he is a jester. I think they called him that on purpose because he is a joke. His ability isn't terrible, but a 2/2 for 4 is laughable. And only running 20 lands having a 4 drop that doesn't instantly win you the game? Lame. Think about it, the way goblins run is you dump your hand onto the field. So by the time you play the jester, you would ideally just be top decking every turn. Meaning, unless you draw a land, you will at BEST be able to make 1 creature not block. This isn't relevant. You want a card that is similar, same price, same power/toughness, but is actually useful? Caterwauling Boggart is your man. I still recommend against using him, because at 4 mana he will be tough to get out consistantly (especially if you are only using 1 of him, what's with all the 1 and 2 ofs? Find the goblins that are good, and I mean GOOD, and get 4 of them. That way you will always be drawing good goblins.)
The following goblins also are not relevant:
Goblin Fireslinger Sure, a guaranteed 1 damage ping per turn, but that isn't devastating, plus most of the time you would rather attack with him, and if he is tapped to attack, all he is is a 1/1 for 1.
Goblin Grappler why on EARTH would you ever tell your opponent to block? So he can't block something else? Just use a Lightning Bolt (btw, get 4 of these) and kill it instead!
Rummaging Goblin he was barely even usable in draft. 1/1 for 3 with an ability that doesn't even give card advantage is weak. I'd rather have a good goblin on the field than this guy and the option to toss that land I just top decked for a chance of a slightly better card.
Empty the Warrens really, I have never seen this in a deck that isn't storm. How do you plan on storming this? You need 4 mana to cast it, which means you will need at least 5 mana to have storm go off, and then that is assuming the perfect scenario where you just HAPPENED to have a 1 drop on turn 5. Seriously, save yourself the time and use Dragon Fodder . Same effect but can be played at least 2 turns sooner.
Now, your artifacts. What is with that? Cobbled Wings is just awful. I assume you have it to block flyers because you mention flyers being able to beat you? They can only beat you if they deal 20 damage before you deal 20 damage. And if you build your deck right, goblins should always be able to deal 20 damage before a flying deck. Ring of Valkas isn't bad and I won't give you shit for running it, 1 mana to give something haste and then it gets bigger every turn? Not bad. There is certainly more relevant stuff you can use, but this one isn't bad.
I will say get more Goblin Grenade . There is nothing like getting them down to 10 life, then having them stabalize their board by playing a few creatures that are bigger than your goblins, see them have a sigh of relief as they realize that they may just pull this one off because you can't attack any more, and then you say okay and just throw some grenades at them. I can honestly say that I think I win 75% of my games with a goblin grenade. But, my deck is modern. Another option for you is Goblin War Strike . I'm sure you can see how powerful that card is with Krenko, Mob Boss in the deck.
Basically, your deck isn't bad. It runs a lot of NEAT creatures, but that is your problem because they stop after being just that: Neat. You need to go through every card in your deck and ask if it is RELEVANT to your overall strategy.
