TL;DR

This is not a myr tribal deck, this is an artifact combo deck that happens to use myr in some combos. If you want some bean counting with +1/+1 counters and a million billion tokens then go look at literally any other Urtet deck or pick a better commander.

You're right tbh. He's not the best at doing token/counter strats or artifact combos. That said, here's what he brings to the table in order from most to least important:

1. WUBRG
2. Low CMC
3. Facilitates a few key combos
4. WUBRG
5. Cute
6. Makes other myr less sucky

Again, this is a combo deck. Yes there are myr and he can make them decent enough, but that's only in service of living long enough to combo off.

The Big Thing

Single card bombs are Tezzeret, Master of the Bridge to hit everyone with a Biden Blast (if you have enough artifacts out) or Akroma's Memorial to beat face. Combo wincon via infinite turns. Coretapper + Magistrate's Scepter w/o motion sickness + 2 untappers (Tezzeret the Seeker , Urtet, Remnant of Memnarch , Clock of Omens w/ enough stuff to tap, Myr Galvanizer). You can also pull this off with Magistrate's Scepter + Clock of Omens + 5 other artifacts + 12 mana. Don't forget that Clock of Omens can target itself. Infinite friend loss Soft lock opponents on their tuns with Isochron Scepter (imprinting Silence ) + Unwinding Clock + 2 mana from rocks

Doing The Big Thing

Near infinite draw engine with Mystic Forge + Sensei's Divining Top + Urza, Lord Protector or Urza, Planeswalker     (if you +2 him). Please don't deck yourself out Infinite storm count, 1/1 myr, and colorless mana with Urtet, Remnant of Memnarch + Krark-Clan Ironworks + Myr Retriever + Scrap Trawler. This combo can be augmented with Jhoira, Weatherlight Captain for near infinite draw (please don't deck yourself out) or infinite scry with Artificer's Assistant or Contraband Kingpin Infinite mana with Myr Galvanizer = Clock of Omens + any myr that produce the color(s) you want + 2 other myr "Lots" of counterspells, removals, tutors, etc. with Isochron Scepter + Unwinding Clock or Clock of Omens + any of the other instants with CMC <= 2
