Because there's no ramp, turn 6 is the actual fastest you can get her out. I've seen versions playing Generator Servant to speed it up, but I'm playing a more controlling version, not the all in on the Narset bus plan that the Generator Servant package has. Also, Generator Servant is, in my mind, a cool concept, but it's bad in practice. Whenever I'd cast him, he got hit with every sort of removal imaginable, which is something that Narset benefits from: she can't be targeted. Obviously, there's Crackling Doom out of Mardu, but that's about it. With Generator Servant, you allow those normally dead cards in their hand to be active... just my thoughts on the matter.
You can, however, not only win without Narset, but it's pretty consistent you get her out turn 6. So. Hope I've answered your questions.

Zeta, that's a reasonable thought, but then we're going all in on the Narset plan. Against Mardu, Esper/UB Control, and any other deck with either sweepers or sacrifice effects, Narset isn't reliable. Also, there is the chance that we DON'T draw Narset, at which point, we'll just be a worse Jeskai deck, meaning that we'll need stronger drawpower in order to compensate for our lack of creatures.
Also, another thing to note is that, because Narset requires no mana to cast the spells she exiles, we can both burn with Narset and the spells in our hand. This, in turn, will quicken the clock. Plus, if we end up drawing lands, or picking lands with Dig Through Time, it'll increase our chances of hitting spells with Narset.
Finally, it's just really fun to draw a ton of cards with Howl of the Horde, as well as just flip a couple draw spells off of Narset and draw a bunch of cards, refilling your hand.

Okay, I see what you mean. I've seen a couple other Narset builds that were all about Narset and free burn. Having a backup strategy does make sense though.

If I was going all in on the Narset plan, I would totally just play 5 Color Superfriends and use Narset to flip over planeswalkers and other crazy stuff, haha. Just my thoughts though.
