If you want to win with mill, you need to be able to completely control your opponent.

more dimir charms to fate seal them plus they are also a kill card, another Mirko Vosk, Mind Drinker . I would take out murder and put in devour flesh, its cheaper to cast, and only 1B. Definitely more lingering souls, they are a great defense Midnight Haunting is a cheaper solution). I would sideboard detention sphere and replace mind sculpt with Breaking / Entering of course you'd only use the breaking part.

Merciless Eviction in theory is a great card, With my old esper deck I had it in there, but I NEVER used it. I would go for Terminus or Planar Cleansing

Also Azorius Charm s are amazing, you can send someones creature to the top of their library, and then just mill it. easy solution to a BUNCH of really good creatures. i highly recommend you get 4 total

also look into Drogskol Captain in place for your Hussar Patrol , considering you have lingering souls + drogskol captain.

for sideboard, check out Pithing Needle , theyre great against lands like nephalia drownyard and those stupid boros lands that give +2/+0 and haste, and all planeswalkers.

lastly, I know some mill decks go after themselves, milling until they get the cards they want or cards they want in the graveyard, then use something like Unburial Rites or Obzedat's Aid to retrieve them. im not saying do that, but think about what your play style is, how you play, and focus on that. If you mill the other person only, then focus on that, get more cards that you already have so you can go all out.

hope this helps
