60 card singleton. 1 plainswalker 1 instant/sorcery in command zone. You can only cast your spell if your plainswalker is on the field.

Simic Nissa: Very powerful deadeye navigator shell. Nissa provides pseudo-card draw, ramp, and cheats things into play. She also happens to provide a win condition in the form of two evasive 5/5 hasty lands. Put it all together and you have a recipe for very powerful magic shenanigans. As a side-note her "alt" wins games on its own, and can be activated the turn you cast her provided X>5. This is a great way to swing back into games if she gets removed early on.

I chose spy network because it has repeatable value out to 5 casts, and can be used at instant speed. For example casting a spy network for 7, allowing you to cheat a deadeye navigator into play using Nissa's 0 ability. As an added bonus, knowing what your opponents hand is capable of has a value all its own.

Sidenote: Worldly tutor is a far better choice as command spell for abusing Nissa's ability, in an effort to make gameplay more fun and fair I chose to use spy network instead. On the same note, the manabase could be upgraded, however all of the spells save polymorphist's jest, courser of kruphix, and counterspell, are able to be played on curve as long as your lands in play represent your colors evenly. very few cards require multiple instances of either of your colors before you should have the land base to support the cast.
